Regional Project Manager/Geographical Area Manager
Cospe is looking for a Regional Project Manager for its office in Eswatini, who will also act as Geographical Area Manager.
As Project Manager the person will ensure the achievement of the objectives through the operational coordination of the activities of the project Out& Proud: LGBTI Equality and Rights in Southern Africa, co-funded by the European Union and implemented by a consortium of six civil society organisations. The project has an overall budget of approximately 2,5 millions and it is implemented in Eswatini, Malawi and Zimbabwe in a regional framework.
As Geographical Area Manager, the person will have to monitor and direct Cospe’s strategies in Southern Africa ensuring an overall vision and a long-term action, in line with the strategic planning.
Main tasks and responsibilities as Regional Project Manager
- General coordination between partners, consultants and staff in order to achieve the results and objectives set out in the project document and to comply with the procedures laid down in the relevant contractual framework.
- Preparation and regular monitoring of the annual action plan, including roles, results, deadlines and updating of the logical framework.
- Preparation of documents concerning the implementation of the project, including interim and final narrative reports, and supervision of consultancy reports and any outputs produced by the project.
- Management of COSPE staff and consultants assigned to the actions of the project.
- Implementation of the project’s communication plan and supervision of the development of visibility and communication material.
- Monitoring compliance with the agreements between the project partners, maintaining relations with the EU delegations and any other stakeholders relevant to the project, and strengthening synergies and exchanges with other relevant actors.
- Regular reports to the Steering Committee on the progress and challenges of the action, including the submission of any changes and amendments necessary for its implementation.
- Assistance to the partners in the implementation of the project from a technical, methodological and strategic point of view.
- Assumes the function and duties related to the « Security Officer » for the COSPE Branch in Eswatini, as set out in the Risk Assessment Document under Decree 81/08.
Main tasks and responsibilities as Geographical Area Manager
- Steering and supervising the pursuit of the strategies defined in the Country Plans for the geographical area concerned;
- Elaboration, co-ordination and monitoring of the project plan of the geographical area (including co-financing and private donors) on the basis of the strategic indications provided by the HQ and in close collaboration and relation with the country representatives, project coordinators in situ.
- Preparation, monitoring and updating of annual resource budgets in coordination with the relevant Departments;
- Preparation of a preliminary analysis of the calls for proposals to be submitted to the Department Director;
- Presentation of project proposals in the area of competence, collaborating in their conception and drafting.
- Building relationships and platforms with partners and funders of strategic importance for the geographical area of reference, in consultation with Department Director and in coordination with communication and mobilisation office;
Mandatory requirements:
- University degree or equivalent qualification;
- Minimum 5 years of consolidated experience in managing cooperation and development projects and programmes abroad in international civil society organisations;
- Very good knowledge of the procedures and rules and funding mechanisms of the main donors (especially the European Union);
- Knowledge and/or proved experience on human rights
- Experience in advocacy, public relations and communication
- Excellent ability to organise and coordinate team work;
- Excellent knowledge of the English language;
- Sharing the mission, values and strategies of COSPE
Preferred requirements:
- Previous work experience in Southern Africa;
- Knowledge and/or proved experience on LGBTI rights
- Sectorial knowledge and or proved experience of other thematic areas key in Cospe strategic planning, as climate change, gender, governance;
- Experience in remote coordination of programs and partners
- Knowledge and use of advanced project and programme monitoring and evaluation tools (power analysis, theory of change, impact assessment, use of GIS systems applied to project monitoring, etc.);
- Knowledge of another working language in Southern Africa, with preference to Portuguese.
