Created in 1979, Action contre la Faim is a non-governmental organization that fights against hunger. Its charter of humanitarian principals- independence, neutrality, non-discrimination, free and direct access to victims, professionalism, transparency – has been part of its identity for more than 40 years. Its mission is to save lives by eliminating hunger through the prevention, detection and treatment of under-nutrition, particularly during and after emergency situations linked to conflicts or natural disasters. Action contre la Faim focuses its actions on 5 main areas of expertise: Nutrition and Health – Mental Health, Psychosocial Support and Protection – Food Security and Livelihoods – Water, Sanitation and Hygiene – Advocacy. Votre Mission :

In close relation with the Deputy Country Director – Programmes and under the leadership of the Country Director, you role will be to liaise with the Ukrainian authorities at all levels and governmental agencies to support the long term assistance to the Ukrainian population :
Review information in connection with the framework of the decentralization/reforms, the oblast and Hromadas strategy development processes and their sources of funding in UkraineMap out the administrative divisions in Ukraine and identify the roles and responsibilities of the decision maker positions in the recovery strategy development process and the decision making at all level
Map out the sources of funding of the local administration including the international donors in particular through the department of international cooperation and European integration of communities
Identify priority oblast / Hromadas involved in international funding for recovery/reconstruction and ensure mapping with providing recommendationsMap out oblast/hromada involved in internationally funded recovery project thru secondary data 
Within these local entity identify the decision makers for ACF
Create a set of selection criteria to identify potential oblast/hromada to collaborate with in collaboration with Field Coordinator, Head of Departments and D-CD program
Set up a strategy to engage with oblast/hromada, with identification of focal point at ACF base level
Collaborate in supporting the strategy of the Hromadas with relevant projects that ACF could be involved in
Be responsible for ACF’s External representation and coordination at Oblast/Hromada levelAttend the relevant meetings linked to recovery and social protection with the technical colleagues and share the minutes of the meetings
Liaise with the relevant actors of recovery/development
Draft MoUs with Oblasts and Hromadas and follow-up with field office on their status, till signatures
Ensure compliance to ACF Values and Principles, Gender equality, Child protection sensitivity and Safeguarding policiesEnsure compliance and exhibiting ACF Values i.e. helping people in need, No-discrimination, Transparency, Neutrality, Independence, and Professionalism
Read and ensure a full understanding of ACFs Gender, Child Protection and other safeguarding policies
Implement all work related activities with a gender, inclusion and child protection lens
Help build an inclusive office environment

Votre profil :

You hold a Bachelor’s or Master’s degree in Political Science, International Relations, Public Administration, Development Studies, or related field.
You have at least 5 year experience in Field work in Humanitarian or development project, including 3 year experience as representation towards local authorities.
You have strong strategic thinking, analytical and mapping skills, with a proficiency in project coordination and development of engagement strategies.
You are able to recommend program actions and support local administration strategy development.
You are a  strong team player, and have the capacity to work collaboratively with diverse stakeholders.
You are adaptable and able to multi-task and stay organized, as well as to work under pressure.
You have an understanding of the cultural and political context of Ukraine, and are willing to travel within the country.
You are particularly skilled in communication and representation.
You speak and write fluent English, with a proficiency in Ukrainian or Russian.

Conditions d’emploi

Fixed term contract under French legislation: 6 months until 31/12/2024
Monthly gross salary from 2597 to 2968euros upon experience
Reimbursement of the pension insurance for non-French citizens: 16% of the gross monthly salary
Annual salary increase: 6% increase after and each 12 months of continuous contract
Monthly per diem and living allowance: 838euros net, field paid
Monthly country allowance: 450euros  
Cold allowance: Reimbursement for the purchase of winter equipment for a maximum of 380euros per person per year in severe cold contexts
Child allowance: 1500euros per year per child present in the country of origin (maximum 6000euros/year)
Transportation and accommodation: Coverage of transportation costs and guest house
Medical coverage: ACF covers 100% of the social security, health insurance, and repatriation insurance agreement fees.
Salary sustainment measures (sickness, paternity, maternity)
Leaves and RnR: 25 days of paid leaves per year, 20 RnR per year, airfare reimbursement with a ceiling to get to the chosen break destination, and 215 euros for each RnR period
