Regional Safeguarding & Code of Conduct Manager

1- Background

 

DRC has been operating in West Africa since 1998. The DRC West & North Africa and Latin America Regional Office (hereafter: WANALA RO) is based in Dakar, Senegal, and covers over twelve countries outside of Senegal. Led by the Executive Director for West & North Africa and Latin America, the DRC WANALA RO oversees, supports and provides strategic directions for DRC’s Country Offices within the region, which currently includes Mali, Burkina Faso, Niger, Nigeria, Cameroon, the Central African Republic, Chad, Algeria-Tunisia, Libya, Colombia, Venezuela, Peru and Mexico.

 

2- Purpose

 

The Regional Safeguarding & Code of Conduct Manager has a regional focus and ensures compliance to DRC procedures and guidelines within the whole regional area. Under the authority of the WANALA Executive Director, the Regional Safeguarding & Code of Conduct Manager will provide advice, coordination, and technical support on all aspects of the DRC Code of Conduct and safeguarding frameworks in the countries of operation, ensuring compliance with relevant DRC Global policies. The Regional Safeguarding & Code of Conduct Manager will lead and coordinate the Regional Intake Committee and act as the Authorizing Officer for WANALA. S/He develops regional strategies, which are translated into action plans and day-to-day tasks.

 

This position requires requiring a strong previous experience in organizational ethics, investigations-handling and accountability-related fields. This position also requires strong communication and analysis skills in order to feed informed decision-making regarding DRC operations. The Regional Safeguarding & Code of Conduct Manager will be based in Dakar but may have to travel up to 25% of the working time through the region.

 

 

3- Duties and Responsibilities

 

The Regional Safeguarding & Code of Conduct Manager will overview all crucial aspects of the DRC Code of Conduct Reporting Mechanism in the region (Burkina Faso, Mali, Niger, Nigeria, Central African Republic, Chad, Cameroon, Libya, Tunisia, Algeria, Colombia, Venezuela and Mexico).  Under the direct management of the Executive Director for WANALA, he /she is expected to pursue the following objectives and duties in his/her daily work:

 

Overall objectives:

 

Under the management of the WANALA Executive Director, the Regional Safeguarding & Code of Conduct Manager will have the following activities and tasks:

  • Manage the Regional Code of Conduct Team and be accountable for its deliverable and performances
  • Overview the WANALA Code of Conduct Reporting Mechanism
  • Overview CoCRM-related communication with donors and key stakeholders
  • Overview Safeguarding activities in WANALA and implement/ensure the proper roll-out of relevant Global policies
  • Oversee that a solid PSEAH approach is deployed throughout the WANALA region

 

 

Specifically, his/her main responsibilities will be:

 

Managing the Regional Code of Conduct Team

  • Supervise the Regional Code of Conduct employees in their tasks
  • Oversee the appraisals, schedules and workload of the Code of Conduct Team
  • Oversee the larger network of CoCRM Functions in WANALA, while ensuring the latter is well connected to the Regional Team members.

 

Overseeing the Regional Code of Conduct Reporting Mechanism

  • Oversee the good implementation of the Code of Conduct Reporting Mechanism in WANALA
  • Act as WANALA’s Regional Authorizing Officer and ensure investigations are conducted within DRC’s investigation guidelines and due processes
  • Oversee the efficient mentoring of in-country Code of Conduct & Safeguarding staff in WANALA
  • Ensure Code of Conduct-related trainings and sensitizations are held in all WANALA’s operations, in accordance with DRC’s guidelines and Code of Conduct Operational Handbook.
  • Regularly inform the WANALA Executive Director and the Head of Code of Conduct & Safeguarding on Code of Conduct-related risks or crucial incidents in WANALA
  • Work, as the regional team manager, with the Headquarters Code of Conduct & Safeguarding Team on the implementation of the Code of Conduct workstream and related policies.

 

Supervising the Regional Safeguarding & PSEAH effort

  • Oversee WANALA’s efforts and approaches on Safeguarding & PSEAH
  • Ensure in-country efforts in developing PSEAH contextualized approaches
  • Ensure Safeguarding & PSEAH trainings and sensitizations are conducted in all WANALA’s operations, in accordance with DRC’s guidelines and zero tolerance stance
  • Lead, as regional team manager, ad hoc events dedicated to championing PSEAH in the WANALA region
  • Oversee SEAH-related risks in the region and regularly inform the WANALA Executive Director on mitigation strategies and undertaken approaches
  • Ensure, as regional team manager, regional representation in relevant PSEAH groups, coordination meetings and fora

 

Overseeing the linkage between Ethics and the Localization agenda

  • Supervise the development of a wide approach to ensure the localization agenda embarks full ethical components (methodology, training package, etc.)
  • Ensure that ethics sensitizations and trainings are delivered for local partners across WANALA
  • Collaborate, as regional team manager, with other key stakeholders related to the localization agenda

 

In addition to the above, the Regional Safeguarding & Code of Conduct Manager may be asked to carry out other duties requested by the Executive Director for WANALA, or, when relevant, by the Head of Safeguarding & Code of Conduct.

 

All the tasks mentioned above will be primarily done from DRC WANALA Regional Office. But travels within the Region (in the countries of intervention) can represent a significant amount of time (25%).

 

 

4- Required Qualifications

 

  • Post-graduate degree/ University Degree (Master) from a recognized institution in International Development/ Development Studies, International Relations, Economics, Political Science/ Public Affairs, Business Administration or Management, or another relevant field is required
  • Minimum of 5 to 7 years of experience in accountability, ethics, safeguarding, accountability to affected populations and core humanitarian values, with progressive management experience.
  • Experience in both conducting and managing sensitive internal investigations
  • Experience in drafting and rolling-out policies and strategies related to ethics, safeguarding and accountability to affected populations
  • Proven experience in delivering ethics, safeguarding and accountability-related trainings
  • Strong communicator with the proven ability to represent INGOs’ approach on Code of Conduct/Safeguarding/Accountability in high-level groups and fora
  • Ability to steer the joint definition and implementation of accountability-related strategies in a participatory manner within consortia and with local partners
  • Full professional fluency in French and English is required
  • Working knowledge of Spanish and other languages native to the WANALA region is a very strong asset but not a requirement
  • Significant understanding of the different contexts of the WANALA region;
  • Excellent Computer Skills (MS Office, Internet) and an advanced proficiency in Excel are required.

6- General Regulations

 

  • The employee shall follow DRC instructions on safety, confidentiality and ethical guidelines, including the Code of Conduct and the Humanitarian Accountability Framework
  • Employee should not engage in any other paid activity during the DRC contract period without prior authorization
  • Employee should not engage in any activity that could harm DRC or the implementation of any project during the DRC contract period
  • Employee should not give interviews to the media or publish project-related photos or other material without prior authorization
  • Employee shall return all borrowed equipment for the project to DRC after the end of the contract period or upon request
