MdM strategy in Palestine focuses on 2 pillars: Emergency Preparedness and Response (EPREP) and Sexual & Reproductive Health and Rights (SRHR), with two cross-cutting topics: Mental Health & Psychosocial Support (MHPSS) and gender mainstreaming.
In MHPSS, MdM intervention in the Palestine is focused on provision of MHPSS emergency response activities following critical incidents related to occupation, local partners capacity building and MHPSS integration at Ministry of Health (MOH) and Primary Health Care Centers (PHCCs).
MdM Palestine has one office in Gaza, a base in the West Bank (Nablus), an office in Jerusalem, and a coordination office in Bir Zeit -Ramallah.
Job description
Under the supervision of the general coordinator and in close collaboration with HQ technical referents, you will be responsible for the overall management of logistics, HR and finance departments in the MdM mission.
Your main role will be to ensure the deployment of MdM frameworks, policies and procedures and lead the implementation of MdM projects related to support services at mission level by integrating it into a socio-political context.
Therefore, you’ll directly manage the human resource coordinator, logistics coordinator and the finance coordinator.
More specifically, your main responsibilities are the following:
Management
- Manage the support services team of the mission by setting objectives, monitoring activities, managing leaves, and supporting the recruitment and disciplinary procedures
- Ensure good coordination between logistics, finance and HR departments for a smooth implementation with programs department
- Ensure the planning and monitoring activities, the coordination of resources, and implement corrective action when necessary, providing technical support on the team
- Advise on arbitration and supporting measures to be taken in the event of malfunctions and/or incidents
Human resources
- Ensure that the mission organigram and allocation of HR are matching with the mission needs
- Ensure consistency with the local labour laws in all HR issues including staff dismissal
- Be the garant that appropriate HR procedures are implemented in line with MdM HR policies and local legislations avoiding any legal consequences
- Ensure compliance with legal and tax regulations, donor procedures and yearly audit recommendations if any
- Contribute to the briefing of new senior management team members upon their arrival, oversee the smooth running of missions, ensure application and observance of internal regulations governing missions and of humanitarian code of ethics
Finance
- Supervise budgets building and monitoring with the finance coordinator
- Participate in the design of new budget proposals for donors and prepare annual budgets
- Optimize the use of financial resources under donors’ grants and MdM private funding
- Participate and guaranty monthly & trimestral budget follow-up analysis. Identify, analyse and alert on any discrepancy.
- Guaranty transparency of fund use and all programmatic expenditures
- Oversee compliance with respect for local regulation, agreements and contracts
Logistics
- Carry out logistical monitoring
- Ensure that appropriate logistics procedures are maintained in accordance with MdM rules and/or donor guidelines
- Support in the maintenance of high-quality supply chain management
- Ensure availability of goods and resources needed for the program implementation and security management of the misison
Action plan for support services management in Palestine mission
- Establish and monitor the application of MdM rules and general procedures in the mission
- Manage and support the coordinators who receive technical advisor support in HQ
- Support the coordination team in the preparation of project proposals and project reports for donors
- Perform tasks delegated ad hoc by the general coordinator considering the dimension of the mission and the substainability in the response
Requirements
- Five-year degree in Management, HR, Finance or Logistics
- Previous experience in a similar position is needed
- Strong experience in team management in a humanitarian organization
- Experience of working in the Middle East
- Knowledge of Arab or Middle East experience could be an asset
- Experience in emergency context

- Languages: English is mandatory (oral and written), knowledge of French or Arabic is an asset

Conditions of employment
- Starting date: as soon as possible
- 6 month contract
- Gross monthly salary: €3,570
- Position based in Bir Zeit with regular field visits to sites of intervention or assessment
- Premium equal to one month salary paid in two instalments – minimum of 6 months seniority required
- Expatriation bonus (10% gross salary per month)

- 22.5 recovery days per year
- 5 weeks of paid leaves per year
