Fundraising and Project Monitoring & Evaluation Officer M/F

The European Institute of Cooperation and Development (IECD) is a recognized public utility association that aims to reach the most vulnerable people through personal and professional development trainings within the fields of education, entrepreneurship, and access to employment. The IECD implements over 70 projects in 18 countries across 4 geographical areas (Mediterranean Basin and Middle East, Sub-Saharan Africa, Madagascar, and Southeast Asia), reaching approximately 30,000 participants. 

In Southeast Asia, youth from vulnerable communities struggle to benefit from economic growth. In efforts to reduce barriers in accessing employment, the IECD collaborates with businesses by tailoring its vocational training programs to meet the skill requirements in sectors such as hospitality, baked goods, electrical maintenance, and solar energy. 

In Vietnam and Thailand, young people receive brief to indepth training programs focused on practical skills and employability. For instance, the ASSET-H&C network is launching a pilot « career accelerator » to significantly enhance the impact of its hospitality training, leading 1,200 young individuals towards sustainable employment. The network strengthens trainers’ skills through a digital training program in pedagogy (PROF) in Cambodia and the Philippines. In addition to life skills training, the daily inclusion of participants in social enterprises (Le Passport, La Boulangerie Française) ensures quality training and generates financial resources used for the training of young people. 

Aligned with these structured and development centric dynamics, IECD Southeast Asia is recruiting for the newly created position of Fundraising and Project Monitoring & Evaluation Officer to support in these projects’ growth. 

 

 

MISSIONS 

Under the supervision of the Regional Manager based in Mae Sot and in close collaboration with the IECD delegation in Asia, project managers in Asia, program coordinators, and the partnership and communication team based in France (Montrouge), the Fundraising and Project Monitoring & Evaluation Officer will have the following responsibilities: 

  1. Fundraising Strategy:
  • Develop and implement an action plan for regional fundraising in Asia: identify key funders in the Asia region, prepare for funder meetings, and plan key networking events in Southeast Asia. 
  • Support project managers in developing public (EU, UN) and private partnerships with operational and financial partners. 
  • Manage the communication and fundraising activities calendar for IECD in Asia (dinners, breakfasts, cocktails, coordinating visits to IECD projects, etc.). 
  • In support of the Regional Manager, represent IECD at key events throughout Southeast Asia. 
  • Prepare, update, and disseminate project presentation documents and funding request files, with the support of the Asia Finance Department and the Partnerships team in Paris (concept notes and budgets). 
  • Coordinate the drafting of framework documents for launching new projects: summary notes, feasibility studies, etc. 
  1. Reporting Obligations and Funding Requests:
  • Plan the donor reporting calendar and ensure timely submission of reports across the region. 
  • Coordinate the production of activity reports for funders (narrative and financial), in collaboration with country managers, program teams in France, and the funding team in Asia. 
  • Participate in administrative follow-up and compliance with partner procedures (field visits, audits, administrative file preparation, etc.). 
  • Collaborate with the communications team to update a database of photos and testimonials for each project. 
  1. Monitoring & Evaluation (M&E):
  • Assist in monitoring and adapting the logical framework and indicators for all programs. 
  • Implement, monitor, and improve the existing M&E system: 
  • Develop a strategy for collecting, analyzing, and utilizing qualitative and quantitative indicators to measure the achievement of objectives, expected results, and implemented activities. 
  • Work on measurement tools and verification means to enhance their quality, relevance, and reliability. 
  • Harmonize indicators, impact measurement methodologies, and capitalization activities. 
  • Format data for the preparation of internal and external reports, producing relevant visual and written materials. 
  • Raise awareness and train IECD teams on M&E tools. 
  • Contribute to defining and utilizing survey data (insertion surveys, etc.). 
  • Coordinate quantitative and qualitative studies on the medium and long-term impact of projects and programs as necessary. 

 

Expériences / Formation

PROFILE SOUGHT 

 

  • Ability to represent IECD in various professional contexts (institutional, businesses, NGOs, etc.). 
  • Experience in building collaborations and partnerships between multiple professional organizations. 
  • Excellent analytical and writing skills. 
  • Fluent in English (written and spoken); proficiency in French (written and spoken) is a significant advantage. 
  • High geographical mobility – frequent travel expected in the region. 
  • Strong communication skills, both internally and externally. 
  • Good knowledge of the Southeast Asia region is a plus. 

Salaire

POSITION CONDITIONS 

  • Status: French law agreement – International Volunteer Agreement (VSI) tripartite agreement between the European Guild of Raids, the collaborator, and IECD. 
  • Position Level: 2 
  • Supervised by: Regional Manager – IECD Southeast Asia 
  • In close collaboration with: Operational managers and project leaders, cross-functional teams (partnership officers, thematic coordinators). 
  • VSI Mission Dates (and duration): Minimum projection of 1 year, renewable annually. 
  • First VSI Agreement: 
  • Location: Mae Sot in the first half of Year 1. Possible relocation to Bangkok after six months. Frequent travels expected to various project operation sites and strategic fundraising locations in Southeast Asia: Hong Kong, Singapore, etc., as well as all IECD operation countries in Southeast Asia. 

VSI Mission Conditions: 

  • Monthly allowance based on profile. 
  • Housing: partly covered by IECD within its policy limits in Asia, upon presentation of receipts (invoices, contracts, official documents). Ongoing charges (water, electricity, etc.) are the responsibility of the collaborator. 
  • Vacation days: 2 days per month, totaling 24 days per year + local public holidays. 
  • Flight tickets: Coverage for beginning and end of the mission’s travel (with retention of boarding passes and train tickets and mandatory submission to IECD’s Administrative and Financial Management). 
  • Coverage for one annual ticket from France (residence indicated in VSI contract) – Asia. 
  • IECD covers, upon receipt of justification, only public transport costs to the residence (not taxi fares or mileage). 
  • Visa and other administrative fees: reimbursed upon presentation of receipts. 
  • Complete medical and social package (health, repatriation, complementary health insurance) and basic retirement contribution to social security. 
  • Full insurance for VSI: CFE, repatriation insurance, complementary health insurance, basic retirement.
