As a key player in the social and solidarity economy, the French Red Cross operates a vast network of over 600 establishments and services in the health, medical-social, and training sectors. It also manages 12 regional health and social training institutes.
On the international stage, the French Red Cross (FRC) is active in 16 countries, collaborating with National Societies and three regional platforms (PIRAC, PIROI, PIROPS) to address critical issues such as health and disaster risk management.
Reflecting its domestic approach, the FRC integrates all its international missions into a comprehensive and sustainable humanitarian action plan. This approach ensures the seamless coordination of emergency, post-emergency, post-crisis, and reconstruction activities to maximize their impact. The ultimate goal is to deliver sustainable solutions that empower communities to regain full autonomy.
In addition, the FRC is committed to strengthening its presence and advancing its priority commitments within the International Red Cross and Red Crescent Movement.

Working Environment:
Since April 2022, the French Red Cross has been actively responding to the Ukraine crisis as part of the Red Cross/Red Crescent Movement. This includes operations in Ukraine and neighboring countries, where the FRC provides significant financial, technical, and logistical support. The organization has also established a delegation in Romania, which oversees operations in Moldova.
In Romania, the FRC delegation is located at the Romanian Red Cross (RRC) headquarters in Bucharest. Together with the RRC, the FRC is operating in MHPSS, Primary Health and First Aid projects sectors, targeting Ukrainians refugees mainly and vulnerable host populations; through a delegated management approach.
In Moldova, the FRC is currently supporting First aid activities and is planning to play a more active role alongside the Moldova Red Cross (MRCS).

General mission of the DMI :
Reporting to the Head of Delegation, the Programme Coordinator will play a pivotal role in shaping the operational strategy of the French Red Cross (FRC) delegation. This role involves overseeing the implementation and development of programmes, ensuring effective monitoring, and representing the delegation to partners and humanitarian coordination bodies.
Key Responsibilities
Mission 1. Strategic and Operational Development
- Actively support the Head of Delegation in defining and refining the delegation’s strategic and operational positioning.
- Contribute to the strategic growth and visibility of the FRC’s interventions in the region.
Mission 2. Project Proposal Development
- Coordinate the creation and drafting of high-quality project proposals in collaboration with the Romanian Red Cross (RRC) and Moldovan Red Cross (MRC).
- Ensure alignment with the delegation’s annual operational programming validated by the FRC.
Mission 3. Project Planning, Implementation, and Monitoring
- Provide guidance to project teams to ensure effective planning, execution, and monitoring of projects.
- Guarantee that projects align with FRC’s international strategy and country-specific strategic plans.
Mission 4. Representation and Partnership Development
- Support the Head of Delegation in representing the FRC to external partners, donors, and humanitarian coordination bodies.
- Foster and develop strategic partnerships to enhance the delegation’s impact.
Mission 5. Coordination and Support for Quality Project Management
- Ensure effective coordination among project and programme teams for the successful management of activities.
- Provide technical and operational support to maintain high-quality project standards.
Mission 6. Monitoring, Evaluation, Accountability, and Learning (MEAL)
- Oversee MEAL processes to ensure robust monitoring and evaluation across all FRC programming.
- Promote accountability and facilitate learning to enhance the impact of interventions.
Mission 7. Reporting and Compliance
- Lead the overall reporting process for FRC-supported projects in Romania and Moldova.
- Ensure adherence to internal reporting standards and compliance with deadlines outlined in Project Specific Agreements.

Conditions of employment:
- Type of status: expatriate
- Type of contract: Fixed-term contract under French law
- Per diem: daily per diem which varies according to the country
- Leave: 10 to 15 days minimum every 6 months – Airfare paid at 100% by CRF for home travel
- Health coverage: CFE + Mutuelle MSH (covered 100%) – covered at 75% by the CRF
- MedEvac/repatriation insurance: YES
- Other insurances: Provident insurance (death and disability)

Expériences / Formation
Qualifications and experience
Experiences :
- At least 1 year experience in the same type of position in Coordination
- Previous experience in project management positions
- Experience and/or knowledge in communicating with various authorities and partners
- Experience in developing new projects
- Experience in donor reporting and contract management
Education :
- Studies in humanitarian or development project coordination or technical profile
- Mastery of the project cycle and project management tools
- Knowledge of the different humanitarian sectors
- Mastery of the humanitarian coordination system
- Knowledge of the main donors and rules
Competencies
Mandatory job requirements
- Strong expertise in project management and strategic planning.
- Proven experience in developing and writing high-quality project proposals.
- Effective communication and representation skills to build strong partnerships.
- Ability to implement and oversee MEAL frameworks to improve programme quality.
- Capacity to work collaboratively with multicultural teams and foster cooperation between partners.
Valued skills
- Proficiency in Office (Word, Excel, Powerpoint), networking (G-Suite/Google Workspace)
- Knowledge of the Red Cross Movement
Skills related to the specific environment of the mission:
- Flexibility and quick adaptability

- Ability to work within a coordination team and in functional link with the project and field teams (remotely)

Languages
- English mandatory (oral and written); any French or other language of the region would be an asset
