What we are looking for
Present in Cameroon since 2017, the Norwegian Refugee Council (NRC) operates in 4 departments in the Far North region of Cameroon: Logone and Chari, Mayo-Tsanaga, Mayo-Sava and Diamaré. NRC Cameroon aims to support displaced people, returnees and host communities through projects in the areas of Education, Water, Hygiene, Sanitation and Shelter (Wash/Shelter), Food Security and Livelihoods (LFS), and Information, Counselling and Legal Assistance (ICLA).
NRC Cameroon with support from USAID’s Bureau for Humanitarian Assistance (BHA) is implementing the » Integrated Recovery Program for Strengthening the Resilience of Populations Affected by Intercommunity Conflict in Logone Birni”. This programme includes the components of Food Security and Livelihoods (LFS), Information, Counselling and Legal Assistance (ICLA) and Water, Hygiene, Sanitation and Shelter (Wash/Shelter).
The NRC office in Cameroon is seeking for a Project Manager who will be based in Kousseri to manage this program.
The Project Manager will be responsible for the management of the project, ensuring that the project is implemented in accordance with the project cycle management framework and the management of the personnel assigned to the project.
The Project Manager will play a representative role in terms of developing close relationships and collaborating with all key stakeholders for a successful implementation of the project, as well as, where possible, representing NRC in relevant local coordination forums. They will also be expected to produce quality and timely reports for project donors and to support the development of proposals for new funding opportunities identified.
What you will do
The following is a brief description of the role: –
- Planning, development, implementation and monitoring of the project through monitoring and evaluation plans, expenditure forecasts and updated work plans.
- Designs and conducts assessments in collaboration with the MEL department and relevant key competency managers (WaSH, shelter, livelihoods and food security LFS, and ICLA information, advice and legal assistance).
- Capacity building needs of staff and partners, and provides necessary support as required.
- Coordinates with other key competency managers and technical implementation staff for the proper conduct of activities.
- In coordination with the Monitoring and Evaluation Department, controls and monitors the quality of field activities.
- Acts as the budget owner, controls the project budget, and provides up-to-date monthly expense plans.
- Alerts the Area Manager and Program Director on any significant developments, delays, under-consumption, or anticipated over-consumption of the project budget, and suggests readjustments.
- Represents the NRC in relevant meetings and ensures coordination and liaison with the competent authorities in the field, on delegation from the Area Manager.
- Contributes to the deployment of an effective Community Feedback Mechanism (CFM) in project sites and promotes community accountability and engagement while supporting implementation staff.
- Contribute to the deployment of safe and inclusive programming by conducting relevant assessments/surveys as necessary and proposing adjustments to meet standards.

What you will bring
- At least 3 years of minimum and relevant experience in managing emergency projects in a humanitarian or recovery context;
- Experience working in complex/volatile environments and with displaced populations;
- Good understanding of donor rules and regulations;
- Proven skills and experience in multi-sectoral and integrated project management;
- Good personal organizational skills, including time management, and ability to meet deadlines and work under pressure;
- Experience in staff capacity building;
- Willingness to go to the field and work in a challenging environment depending on the project requirements;
- Fluency in French and English, both written and oral is required.
Context-specific skills, knowledge and experience:
- Good knowledge of the Cameroonian context, particularly the Far North;
- Solid report writing and development skills;
- Knowledge of the humanitarian coordination framework;
- Experience in budget development and management;

- Contract: 12 months National contract with possibility of extension
- Travel: up to 40%
