Title: Data Scientist Consultancy

Context of the consultancy: 

The Humanitarian Logistics Cooperative, also known as “hulo”, is the first humanitarian European Cooperative Society (SCE) created in June 2021. Hulo now regroups 15 organisations: ACTED, Action contre la Faim (ACF), Bioport, Fleet Forum, the French Red Cross (FRC), Handicap International / Humanity & Inclusion (HI), International Rescue Committe (IRC), INTERSOS, Médecins du Monde (MDM), Norvegian Refugee Council (NRC), Oxfam Intermón, Plan International, Première Urgence International (PUI), Solidarités International (SI) and Welt Hunger Hilfe (WHH). 

 

Its objective is to increase the impact of humanitarian aid by strengthening links and solidarity between humanitarian logistics actors and improving performance through the pooling of logistics and supply chain resources and expertise. Hulo’s « Joint Initiatives » are already underway in 6 countries (Burkina Faso, Central African Republic, Democratic Republic of Congo, Lebanon, Jordan for the Syrian crisis, and Colombia) and include on the ground: Joint Procurement Initiatives, shared human resources, Digital Solutions, Joint Transport Initiatives and Joint Environmental Initiatives. At the global level (i.e., across Headquarters of hulo member organisations), hulo activities focus on Joint Procurement Initiatives. These initiatives save time and money, improve the quality of goods and services provided, and therefore provide more efficient assistance to those who need it most. 

 

The Business Analytics & Research (BAR) department is seeking a highly skilled and motivated Freelance/Consultant Data Scientist to support our team on several critical missions. The consultant will work closely with our department to leverage data science techniques, develop advanced predictive models, and provide actionable insights that contribute to the success of our projects. This engagement will involve remote collaboration, with occasional in-person meetings or workshops if required. 

 

Overall scope of work expected from the Consultant: 

The Freelance/Consultant Data Scientist will be responsible for the following tasks: 

1. 1. Predictive Modelling and Machine Learning:
      a. Develop and implement advanced predictive models to address specific business problems.
      b. Work on classification tasks and apply machine learning algorithms to improve decision-making processes.
   2. Data Analysis:
      a. Conduct exploratory data analysis (EDA) and provide insights into datasets.
      b. Identify patterns, trends, and correlations within data to inform strategic decisions. 
   3. Data Engineering (Basic Knowledge):
      a. Support the team in data preparation and transformation tasks.
      b. Collaborate in building and maintaining efficient data pipelines to streamline workflows. 
   4. Collaboration and Reporting:
      a. Work collaboratively with the BAR team to understand project requirements and deliverables.
      b. Document methodologies, results, and recommendations effectively.
      c.Present findings and insights to stakeholders in a clear and concise manner. 

 

Key priorities and deliverables: 

Regarding the 4 tasks listed above, the key deliverables are: 

1. 1. Maintain and improve an existing Classification python program
   2. Support the development of an Artificial Intelligence model that provides a predictive tool for cost management and forecasting demand for product families.
   3. Provide a Data Analysis report on two scopes of data collected by hulo (Accounting Data and Competitive Bidding Process 
   4. Design and implement an industrialized approach for hulo Power BI reports management to ensure scalability, consistency, and automation. 

 

Required Qualifications: 

• Advanced degree (Master’s or PhD) in Data Science, Computer Science, Statistics, or a related field. 

• Proven experience in developing and implementing predictive models and machine learning algorithms. 

• Strong proficiency in programming languages such as Python or R. 

• Experience with data visualization tools like Power BI, or Matplotlib. 

• Familiarity with basic data engineering concepts, including data pipelines and ETL processes. 

• Excellent analytical, problem-solving, and communication skills. 

• Ability to work independently and manage multiple tasks effectively. 

 

Preferred Qualifications: 

• Knowledge of cloud platforms such as AWS, Azure, or Google Cloud. 

• Experience with big data tools (e.g., Spark, Hadoop). 

• Familiarity with natural language processing (NLP) techniques. 

• Certifications in Data Science or related fields are a plus. 

Management and Reporting Lines: 

The Consultant will be working under the direct line management of the hulo Business Analytics & Research Coordinator. 

The Consultant will also be working in close collaboration with the Project Data Expert. 

 

The Consultant could be required to undertake trips in Paris (France) or Porto (Portugal): The organization and booking of these trips will be the responsibility of the candidate. However, all travel expenses will be reimbursed upon submission of appropriate receipts and expense reports, in accordance with our reimbursement policy. 

 

Schedule: 

This consultancy is targeting a maximum of 110 working days within the February – December 2025 period. 

 

Application & Contracting process: 

The selected consultant will be contracted by hulo for a duration of 11 months but is not expected to work full time during this period. She/He is expected to outline the main priorities and deliverables. 

These tasks can be fully carried out remotely. 

Hulo invites applications for the provision of services described above. Interested candidates must submit their financial offer (daily rate with clarifications on other cost covering expectations, plus a proposed overall cost), proposal through a cover letter to meet the ToR and CV providing information on capacity and experience, showing qualification for the technical skills required by the scope of work. 

Proficiency in English is essential and knowledge of French is a plus.

A shortlist of ​3​ Consultants will be established based on the offers received, and the consultation will follow the rules and procedures of hulo for the use of consultants.
