Coordinator for Migration regional programme in Central Asia and Southern Caucasus

CONTEXT

This is a multi-year program funded by Secours Catholique Caritas France on an experimental basis in 2016. As of today, the programme activities are implemented in Armenia, Kyrgyzstan, Russia, Tajikistan, and Uzbekistan, by a network of four partners:

Caritas Armenia (Caritas Armenia), Insan-Leilek (Kyrgyzstan), Barkaror Hayot (Uzbekistan) and one partner in Tajikistan in the process of being identified.

The main goal of the project is to protect the rights of labour migrants from Central Asia and South Caucasus in the countries of destination and origin through capacity building, legal support and awareness raising.

Specifically, the project focuses on the following objectives:

  1. to provide legal aid to labour migrants through hotline, legal counselling and referral mechanism;
  2. to build capacity of labour migrants through tailored competency- and skill-based trainings;
  3. to strengthen active and effective cooperation with the stakeholders who influence the situation of migrants in countries of departure at national and international level.

 

MISSION

Under the overall responsibility of the Head of the Asia and Eastern Europe Department of the International Action and Advocacy Direction of the Secours Catholique – Caritas France,

and having as referent the Desk Officer for Central Asia, Southern Caucasus and Russia of the Secours Catholique – Caritas France, the consultant will be responsible for :

  • Coordinating the activities of 4 project implementing partners working together as a regional network specialized in labor migration in Armenia, Kyrgyzstan, Russia, Tajikistan and Uzbekistan.
  • Facilitating and strengthening the regional network
  • Monitoring the project on the field and reporting to the SCCF
  • Ensuring the integration of the new project implementing partner from Tajikistan
  • Supporting fundraising activities

The position should be based in Central Asia or Southern Caucasus.

The contract duration is 429 working days, from 1st April 2025 to 31st December 2027.

 

RESPONSIBILITIES

Monitoring and ensuring the implementation of the project activities

  • Monitor project progress based on project logframe through regular online individual meetings with each implementing partner and field visits
  • Ensure the implementation and development of the project monitoring and evaluation system
  • Participate offline/online in key activities/events conducted by project partners. The coordinator is expected to participate in key activities organised by the project partners. The detailed schedule of visits and missions will be defined based on discussion with and approval by the Desk Officer.
  • Based on monitoring the coordinator is expected to provide inputs and develop recommendations on the project’s activities implemented by the project partners.

Ensuring cooperation between the project partners and facilitate partners’ networking

  • Set up and coordinate monthly team coordination, regular meetings with M&E specialist, and capacity building meetings in cooperation with the different specialists, if necessary
  • Maintain regular communication/ interaction, ensuring an effective sharing of information and facilitating sharing of experiences and challenges  among the project partners
  • Support the partners advocacy activities for labour migration issues among the project stakeholders through seminars, meetings and relevant events
  • Ensure a close monitoring and discuss important changes in labor migration policy and law enforcement practices on regular basis with the project partners and SCCF
  • Oversee the project partners’ respect of code of conduct and ethics and ensuring the accountability measures are in place
  • Ensure the implementation and development of the project communication strategy
  • Lead the preparation and facilitation of the 5 day annual workshop with partners and other interested stakeholders

Supporting fundraising activities

  • Promote the project network with possible donor institutions for future financing of the project and its extension
  • Take a leading role in identifying possible donor institutions and in preparing proposals for co-financing

Reporting

  • Ensure appropriation of the reporting formats, both narrative and financial by the new project implementing partner from Tajikistan
  • Collect progress reports (monthly-based) and intermediary and annual narrative/ financial reports (6 months and 12 months) from project implementing partners
  • Produce consolidated intermediary and annual narrative/ financial reports for submission to SCCF
  • Draft and circulate the agenda in advance and minutes of each monthly team coordination meeting
  • Report monthly to the Desk officer, via liaison reports, on the work carried out with project’s partners and specialists

Required Qualifications

Prerequisites

  • Only duly registered independent consultant or employee of a consulting firm may answer
  • Due to frequent regional meetings, the consultant must be based in Central Asia or Southern Caucasus and be able to travel in the region. The field coordinator is expected to do at least 3 field visits per year, including the 5 day annual workshop.
  • Health, medical evacuation, accident and personal liability insurance is required
  • The assignment will be carried out on a part time basis between April 1st, 2025 and December 31st, 2027.

Academic

  • Advanced degree in management of development projects (Project cycle management, financial management…) or human and social science
  • Excellent command of Russian (written / oral ) and English is required

Experience

  • A minimum of 5 year experience in humanitarian-development project management dealing project cycle management, monitoring and reporting, and projects coordination
  • Demonstrated experiences in organizing and conducting training/ workshop activities
  • Working experience on migration issues in Eastern Europe/ CIS countries
  • Demonstrated experience in proposal writing and donor reporting
  • Knowledge and experience of working with local partners in CIS countries

Skills

  • Ability towards analytical and creative thinking for rapid solutions
  • Good facilitator with strong interpersonal and negotiations skills
  • A team player, interpersonal skills
  • Proven ability to deal with multiple tasks in a courteous and service-oriented manner
  • Willingness and ability to work in demanding working conditions
  • Advanced skills in Microsoft Office
  • Strictly follow safety measures and code of conduct
