About BSF
Founded in 2007, Bibliothèques Sans Frontières (BSF) is an NGO that empowers vulnerable populations by promoting access to culture, education, and information. BSF implements inclusive and innovative projects in over 20 countries, enabling people affected by crisis and insecurity to rebuild their lives. Thanks to its innovative tools, content library, and mediation expertise, BSF and its partners tackle the major challenges of the 21st century, such as education, culture, citizenship, community building, psychosocial support, health, employment and entrepreneurship.
To achieve this, BSF uses three types of tools:
-Ideas Cubes: the Ideas Cube is a local battery-powered mini server that creates a Wi-Fi hotspot where users can connect via smartphone, tablet, or computer to access thousands of educational, cultural, and training resources. In a rural library, school, or medical dispensary, the Ideas Cube makes content available in the form of text, video, or online courses, and allows up to ten simultaneous connections. When connected to the Internet, the Ideas Cube can be updated with new content.
– Kajou cards : Kajou cards are micro – SD cards full of smart content (video, text, audio, websites) that fit into smartphones, and thanks to the Kajou app, turn into an offline library.
– Ideas Boxes: is an energy-sufficient media library kit that can be set up in less than 20 minutes. It features tablets and computers, a library with books, a cinema, project-specific equipment (creative and educational materials, etc.), and all the furniture (tables, chairs) needed to accommodate up to 50 people. To get around the problems of slow Internet access (and the cost of data), the Ideas Box enables children and adults to learn, create links, and build their future. The Ideas Box is accompanied by the Ideas Cube.
Context of the program
Since 2022 BSF, with its partners, has been implementing activities in Afghanistan that aimed at strengthening access to education for children under 12 as well as youth resilience through life skills training opportunities. BSF’s programs are based on two pillars:
- Education in emergencies with integrated child protection for children aged grades 1 to 6: BSF has already set up a digital library of around 500 educational digital content (videos, texts, audios). Understanding that children’s well-being and environment is a predominant factor in learning, BSF wishes to integrate psychosocial and Social and Emotional Learning content and mediation materials into its project.
- Learning opportunities for vulnerable young people, especially young women: In addition to the content already provided on life skills such as literacy, numeracy, computer, BSF wishes to deepen its structured activities around PSS and social and emotional learning. These activities could take the form of radio, theater, videos, games, etc.
Consultancy objectives
As part of its drive to strengthen the integration of PSS and social and emotional learning aspects, BSF has begun developing activities including radio content and activities on the themes of self-confidence, self-expression, and self-knowledge.
For this consultancy, BSF wishes to bring a framework to these activities and to develop them by:
- Developing a global framework including the different themes/sessions to be addressed in a SEL / PSS program for children and youth adapted to BSF’s operations in Afghanistan.
- Based on this framework, develop activities for the different sessions using existing content (physical or digital). Physical content could include board games, creative materials, radio and theater equipment, etc. Digital content can include podcasts, videos, etc.
- Develop scripts for audios and/or videos for digital content to be created that will be integrated into the activities.
- Develop a framework for safe space accommodation.
All these activities must be carried out taking into consideration the Afghan context.
The consultant will report directly to the Afghanistan and Morocco Head of Programs. Deliverables must be validated by the latter and by the MENA Technical Advisor. The consultant will also work closely with the Afghanistan content assistant.
Although the consultancy can be carried out remotely, it is preferred that the consultant be able to visit BSF headquarters in Montreuil regularly or has access to equipment for digital creation.
Deliverables
- A global framework including the different themes/sessions to be addressed in a SEL / PSS program for children and youth adapted to BSF’s operations in Afghanistan.
- An activity curriculum based on this global framework including at least a cycle of 4 subjects on PSS/ SEL – with 3 or 4 activities per subjects. (but can be readjusted based on the framework) for children and youths. Activities should be linked to digital (videos, audio, etc) or physical (board games, pedagogical materials, etc) content.
- Around 2 scripts for audio and / or videos per activities that will be included in the sessions
- A note on creating safe spaces in emergencies
Selection criteria
- Training and experience: training in psychology, NGO experience preferred, knowledge of Afghan context, expertise of Dari or Pashto preferred – 30 points
- Chronogram, detailed action plan, sampling of activities according to expected deliverables – 30 points
- Adequacy of the financial offer to the available budget – 20 points
