Terms of reference – Monitoring & Evaluation Consultancy on integration of outcome harvesting as a monitoring tool

1. Background

Over the past decades, numerous initiatives have emerged to address impunity and seek justice for serious human rights violations and international crimes. Despite some progress, challenges persist, among them fragmented approaches from accountability-seeking entities, insufficient involvement of victims and survivors in justice processes, the proliferation of disinformation undermining the voices of those fighting against impunity, and the erosion of justice systems. These challenges underscore the need for a more cohesive and inclusive approach to justice and accountability. As a response to these concerns and in light of the spread of serious human rights violations and abuses, the decision was taken by the European Union to support civil society efforts in the fight against impunity. This led to the launch, in December 2023, of the “Global Initiative Against Impunity for International Crimes and Serious Human Rights Violations: Making Justice Work”.

The Global Initiative Against Impunity (GIAI) is a civil society-led programme co-funded by the European Union. Its goal is to promote inclusive, integrated, comprehensive justice and accountability for serious human rights violations worldwide. The programme is implemented worldwide with 27 countries identified as priority. This action is implemented until November 2027 by a Consortium1 of eight organisations, the Secretariat of the Coalition for the International Criminal Court (CICC) and two associate partners. The two specific objectives of the Global Initiative Against Impunity are:

  • Increased agency and participation of rights-holders (victims, survivors, civil society organisations) in formal and informal justice processes
  • Enhanced effectiveness of the accountability frameworks and systems to fight impunity and ensure victim-centered, trauma-informed and gender-transformative justice

The programme’s results framework includes hierarchy of results, output – outcome – impact, with a set of mixed qualitative and quantitative indicators under each level. Given the complexity of the programme’s goals and its focus on addressing deep-rooted issues such as impunity for international crimes and serious human rights violations, more aligned approach is needed which will allow us to go beyond the tracking of achievement of indicators. For this purposes, we intend to integrate outcome harvesting (OH) in the monitoring of the programme. It is particularly useful in complex environments where outcomes are not linear and may emerge in unpredictable ways (like gaining agency, increasing awareness and political commitment or impacting systems of accountability). This method focuses on identifying what has changed as a result of programme interventions, which is essential for understanding how systemic barriers to justice and accountability are being addressed. Hopefully it will allow to capture both intended and unintended outcomes, particularly in complex processes, and thus, to have a more comprehensive overview of the changes the GIAI makes. Another rationale for integrating OH is in its bottom-up approach where stakeholders identify and interpret changes. This aligns well with the GIAI’s focus on empowering victims and communities as agents in the fight for justice.

Given this perspective, FIDH is looking for a Monitoring & Evaluation Expert specialising in Outcome Harvesting to support integration of OH as a monitoring tool and its implementation throguhout Y2 of the programme’s implementation.

2. Purpose of the consultancy

The overall purpose of this assignment is to support the GIAI team in using OH methodology to monitor the programme results and provide advisory support and guidance to the GIAI team and designated outcome harvest coordinators. FIDH is seeking the service of a consultant to work alongside the harvester coordinator(s) to support the rollout of OH in their programme components, facilitate outcome write shops, and review and provide feedback on outcome statements.

3. Scope of work and assignment duration

The consultant will work in close collaboration with the GIAI MEAL Officer, Programme Coordinator and the Consortium partners (some of them will perform tasks of outcome harvesters). It is important to note that the outcome harvesters are responsible for implementing outcomes harvesting processes at the level of their organisations (in some cases this task will be performed by MEAL Officer, in case of limited human resources). This includes training harvesters, facilitating outcome workshop, reviewing and feedback on outcome statements, classification and storing outcomes, and sense-making workshops. The role of the consultant is to provide support to the teams in implementing the outcome harvesting at the level of their organisations.

Specifically, the consultant is expected to deliver the following tasks

  • Deliver training for the outcome harvesters using OH guidelines and OH training materials adjusted to the GIAI programme;
  • Provide advice to the outcome harvesters on every step of the outcome harvesting cycle based on expressed needs;
  • Support outcome harvesters to finalise the outcome statements by reviewing (check for correctness completeness of statement) and providing feedback on outcome statements to harvesters;
  • Check and approve with the teams the significance and relevance of harvested outcomes to ensure the quality of outcomes;
  • Provide advice through the substantiation processes as external to/independent provide feedback to a sample of the outcome descriptions and contributions;
  • Support in the analysis and interpretation of the outcome statements.

A set of recommendations based on the consultancy provided – 3 days

Total : 15 days

It is a home-based consultancy. The assignment is expected to start in March 2025.

  1. Required Qualifications, Experience and Competencies 

The required qualification, competencies and experience for this role include:

Qualifications and Experience:

  • Have advanced post-graduate degree in the field of international human rights law, humanitarian aid, development, legal studies, M&E or other relevant fields;
  • Strong knowledge of Outcome Harvesting, including designing, implementing, and training others on its use; at least 5 years of experience applying and integrating OH with other qualitative and quantitative M&E methods and evaluations;
  • At least 5 years of experience in monitoring and evaluation methodologies and conducting evaluations, with a focus on participatory and utilization-focused approaches;
  • Experience in training and capacity-building on OH methodology;
  • Understanding of the thematic areas related to accountability, access to justice, human rights; track record of applying Outcome Harvesting in complex, multi-country programs would be an asset;
  • Strong facilitation and stakeholder engagement skills;
  • Ability to communicate complex M&E concepts in an accessible way;
  • Fluency in spoken and written English is essential.

Other information : 

  • The Consultant will be expected to comply with FIDH regulations and safeguarding policies.
  • Consultants must be legally registered to be employed on a freelance contract in their country of residence.
  • Payments will be made upon submission of an invoice (including bank details).
