TGH background
Triangle of Génération Humanitaire (TGH) is an international non-governmental organization (NGO) developing and implementing emergency, post-emergency and development programs since 1994. The programs belong to the field of water supply, hygiene and sanitation, civil construction (housing), food security, rural development (livelihood), education and protection. Its dedicated teams work in 11 countries in Europe, Asia, Africa and the Middle East.
Presentation of the mission
TGH has been operating in Ukraine since June 2015. At the early stages, based in Kramatorsk, it supported the most vulnerable populations affected by the conflict in the Donbass region through protection assistance.
From February 2022 to October 2024, TGH established four operational bases in Dnipro, Vinnytsia, Cherkasy, and Lviv, delivering humanitarian aid through Protection activities (Case Management, Legal Aid and PSS), and Basic Needs (MPCA, Shelter, WASH), reaching a peak of about 17MEUR budget in two years.
Starting from October 2024 TGH has been focusing on Protection and Shelter in the Eastern region, supporting people in need in the Dnipropetrovska Oblast, Kharkivka Oblast, Donetska Oblast (GCA) and Zaporiska Oblast from its operational base in Dnipro and its coordination office in Kyiv, through direct and indirect implementation.
As a global nexus specialist, in parallel, TGH is also aiming to scale-up its recovery/ resilience program in the Central/ Western regions.
TGH is a member of the following Clusters and Working groups: Protection, Age and Disability Working Group (ADWG), Mental Health and Psychosocial Support Working Group (MHPSS WG), Food Security and Livelihoods Cluster (FSLC), Agriculture Working Group, Cash-based transfers Working Group (CBTWG) and WASH cluster.
In 2024, the most pressing needs in Ukraine include:
- Cash and financial support: To help people meet basic needs amidst economic disruption.
- Protection support: Ensuring the safety and well-being of civilians, especially vulnerable groups.
- Shelter/NFI: Providing adequate and safe housing and essential non-food items
- Winterization: Ensuring access to warmth and shelter during the winter months.
- Medicines and medical supplies: Addressing shortages and providing trauma and mental health care.
- WASH (Water, Sanitation, and Hygiene): Restoring access to clean water and sanitation to prevent disease.
Job description
The Basic Needs Manager, a Shelter and WaSH technical specialist, will be based in Dnipro and take the lead in implementing Shelter, WaSH (potential), MPCA (Multiple Purpose Cash Assistance) and Livelihood (potential) components of the programme. As the Shelter and WaSH technical specialist on the base, and with the support of the Head of Basic Needs in the coordination office in Kyiv, the position takes the lead in designing, implementing, ensuring technical quality and monitoring of the Shelter and WaSH activities in the field.
Under the supervision of the Programme Manager, the main responsibilities are as follows:
Technical Quality and Implementation – Shelter and WaSH
- Ensure technical excellence of Shelter and WaSH projects, and implement MPCA and Livelihood activities (if funded)
- Lead the design of BoQs for humanitarian repairs, NFI Kits, and Winterization Activities, through thorough assessments of selected sites in coordination with the two technical engineers in the field office
- With the Head of Basic Needs, increase TGH’s expertise in Shelter in Ukraine by actively improving the quality of programming and delivery, and increasing the capacity in the mission to take on more technical projects
- Ensure Cluster, donor, Ukrainian Regulations, and Sphere standards are taken into account during the design and implementation of technical projects
- Support Implementing Partners with their BoQs and monitoring of their Shelter and WaSH works
Project Management – Basic Needs
- Lead quality implementation of all Basic Needs activities by the Field Office
- Manage a team of engineers and non-technical staff to deliver these activities
- Develop a clear work plan, including monitoring, for implementation for the field office in collaboration with the Programme Manager
- Increase the capacity of the team to work along the project cycle, building capacity and training staff as needed
- Ensure budget follow-up for Basic Needs under the supervision of the Programme Manager
- Support the Head of Basic Needs in achieving quality project outcomes across all Basic Needs Activities
- Support the Programme Manager on reporting, proposal development, monitoring and other tasks related to Basic Needs as necessary
- Work with the Field Coordinator and Programme Manager to increase the team’s capacity in emergency response
- Lead assessments of needs as necessary, or as requested by Field Management/Coordination Ofice
Coordination and representation
- Strengthen TGH’s positioning in Shelter and WaSH across the different clusters
- Support the Field Coordinator in Institutional Relationships as it relates to Basic Needs
- Maintain and develop good working relations with the local technical authorities and other humanitarian actors
- Ensure technical coordination with NGOs to avoid overlap/duplication, and to embed best practices
- Represent TGH as requested by Coordination Office or Field Management with donor/associated stakeholders

Security, working and living conditions
In Dnipro, air alerts are daily, witnessed few explosions and strikes in the past period, and recently been facing unscheduled emergency electricity cuts. However, travel on foot or by taxi is permitted in the city centre, and it is possible to go out to bars, restaurants… but there is a curfew in place from 12pm to 5am according to the martial law in force in the country. TGH team works in spacious and well-equipped offices with a shelter in the city centre, close to the Guest House where the expatriate are accommodated. Access to good internet connection in the offices and the guesthouse.
Expériences / Formation
- Experience of minimum 3 years in project management, in at least one of the 3 intervention sectors;
- Mandatory engineering diploma in Shelter/WaSH;
- Demonstrable experience in designing and implementing technical interventions;
- Mandatory knowledge of Cluster, Sphere Standards, knowledge of Ukrainian regulations is desirable;
- Good communication and writing skills in English, knowledge of Ukrainian and/or Russian is a distinct advantage;
- Good interpersonal skills and demonstrated ability to work effectively on a team;
- Ability to live and work in an unstable security environment.
Salaire
Location: Dnipro, Ukraine
Duration: 7 months subject to funding, from February 2025
Conditions: Salaried contract, gross monthly salary from €1,957 to €2,678 according to experience, monthly per diem €600, medical coverage of 100% + repatriation insurance + provident fund, accommodation, international and local transportation as part of the mission, break every 3 months. No family duty station.
