Country Manager – Ecuador

JOB CONTEXT:

HI was active in Ecuador between 1986 and 1992, with first actions in the fields of community rehabilitation and health. In May 2016, HI relaunched a mission in the country following a devastating earthquake that left more than 600 dead and 6,200 injured. Between 2018 and 2022, HI worked has supported disaster risk preparedness activities with other organizations. Since 2022, HI decided to reopen activities in the country and now has an inclusive education project that is implemented with local partners.

 

In recent years, the context in Ecuador has undergone significant changes. Increasing levels of insecurity and violence have increased people’s exposure to humanitarian and protection needs, adversely affecting the access of the most sensitive communities to basic goods and services.

 

YOUR MISSION:

Reporting to the Regional Director, the Country Manager contributes to the implementation of the mandate and 10-year strategy of Humanity & Inclusion in the country where s/he is based. S/he ensures optimal quality and the impact of the projects implemented in the country by means of a delegation system with appropriate oversight mechanisms. With all the other HI managers, s/he shares responsibility for the sound management and effective functioning of the global organisation through paradigm changes. The country manager manages a team of project managers in his/her country. In this context, the missions are as follows:

Mission 1: Management

  • Embody HI’s values on a daily basis, and be a role model.
  • Understand the strategy, make it explicit, translate it into operational objectives for his or her team, lead the necessary changes. Give meaning to each management action. Encourage inter and intra departmental exchanges of practice. Encourage innovation and risk-taking.
  • Organise the operational management of his or her team, structure the work around identified processes, steer performance and facilitate the resolution of problems.
  • Contribute to the development of his or her staff, creating the conditions for their commitment, professionalism and attachment to HI. Ensure compliance with the code of conduct and institutional policies, the mindset and expected individual and collective behaviour.

 

Mission 2: Strategy and steering

  • Contribute to the development of the programme operational strategy, and to its implementation and annual monitoring in the country
  • Implement the project part of the Programme’s Operational Strategy
  • Contribute to organisational transformation, particularly through changes to managerial practices, continuous improvement, and contribute to the improvement of working processes

 

Mission 3: Standards and expertise

  • Ensure deployment and compliance with HI global frameworks, institutional policies and standards, including the mandatory reference frameworks, all HI’s institutional policies, all institutional directives and processes; delegation thresholds and security levels.

 

Mission 4: Operational implementation

  • Ensure the sound management and monitoring of projects under his/her responsibility
  • Keeping both potential opportunities and risks in mind, contribute to the monitoring and analysis done by the line manager, and propose mitigation measures where relevant.
  • Act as the legal representative for the whole of HI internally and externally, and foster an excellent reputation and positive image of HI in the country.
  • Develop HI’s external influence (forums, operational and strategic alliances, etc) and the external representation of the organisation (events, media) in the country.
  • Coordinate the teams in the country.
  • Support the Programme Director in monitoring security in the country and ensure adequate resources according to the context.

 

Mission 5: Emergency Preparedness and Response

  • Lead the emergency preparedness actions in his/her department and, in the event of an emergency, reorganize the priorities of his/her team according to the humanitarian priority, in order to ensure a quick and efficient response by HI.

Expériences / Formation

  • You are a professional or its international equivalent in areas associated with the role: social sciences, politics, international relations, economics, engineering.
  • You have 10 years of experience in positions of relevant operational responsibility.
  • With Proven experience in methodological support to project design and management, you have a good knowledge of humanitarian principles, the fundamentals of disability and institutional frameworks
  • You are able of management, leadership and anticipation in multi-cultural and multi-sector teams, on-site and remotely
  • With good diplomatic capability and ethical positioning, you are able to negotiate for and represent HI (internally and externally)
  • You have fluent written and oral communication in Spanish and French or English

  • 3 years International contract starting from 1st, November 2024;
  • The international contract provides social cover adapted to your situation:
    • Unemployment insurance benefits for EU nationals;
    • Pension scheme;
    • Medical coverage with 50% of employee contribution;
    • Repatriation insurance paid by HI;
  • Salary from 2986€ gross/month upon experience;
  • Perdiem: 541.31€ net/month – paid in the field
  • Paid leaves: 25 days per year;
  • R&R: according to the level of the mission 1 day per month;
  • Position:
    • Unaccompanied:
      • Payment for travel costs (air ticket & visa) and transport of your personal effects;
      • A child allowance of 100€ per month, per child (from the second child) paid in the field;
    • open to couples:
      • Support travel costs (air ticket & visa) for accompanying dependent and health/ repatriation insurance if the dependent has no income;
      • Payment of one yearly additional return flight;
    • open to families: Family package:
      • a child allowance of 100€ per month, per child (from the second child) paid in the field;
      • Contribution to school registration fees for children over 3 years;
      • Family-wide health coverage;
      • Payment for travel costs (air ticket & visa) and transport of your personal effects;
  • Housing: Individual taken in charge by HI;
  • If you are resident in the country: local package.
