The World Organisation for Animal Health (WOAH – founded as OIE) is a leading intergovernmental organisation representing 183 Members worldwide. Through its activities, WOAH makes a decisive contribution to improving animal health, protecting animal welfare and strengthening Veterinary Services. The Organisation provides transparent information on world’s animal health situation, and promotes international standards, particularly in terms of the safety of trade in live animals and animal products. Job Description | |
Positioning and reporting
Under the authority of the Director General, and in close coordination with the Deputy Directors General of Standards Setting and Implementation and Institutional Affairs and Governance and the Regional and Subregional Representatives. Supervision of a team of 40 to 50 people, organized in several departments. This is a job creation with a view to the new organisational structure to be in place in March 2025. |

Job purpose
The Deputy Director-General Global Frameworks and Capacity Building, oversees WOAH’s global animal health strategies and initiatives, ensuring coordination of activities within WOAH as well as with its quadripartite partners FAO, WHO and UNEP, to deliver support to members on their efforts for disease eradication and control (mainly for FMD, PPR, ASF, HPAI, rabies, aquatic diseases, among other programmes); the implementation of One Health approach across WOAH’s activities and its coordination with relevant stakeholders; as well as for animal welfare and wildlife health. In addition, he/she coordinates activities to reduce biological threats and provide scientific excellence for member country preparedness for emerging disease threats at the interface of animal health, public health and ecosystem health via WOAH network. In his/her role, he/she leads the capacity building efforts to support these objectives and provides strategic direction for related activities in line with the strategic plan. |

Expériences / Formation
Qualifications and Experience
Required Qualifications
– Bachelor’s and postgraduate degrees in veterinary science, veterinary public health, public administration or equivalent.
– At least 15 years of professional experience, including 10 years working with international organizations in the field of animal health.
– At least 8 years of management experience.
– At least 5 years of experience in an international environment.
Additional Qualifications and Experience (Assets)
– The institution is committed to ensuring that the members of the Comex are geographically diversified and, in this context, specific knowledge of the challenges facing the African continent would be a strong asset.
– Postgraduate studies at a PhD or Master’s level in veterinary science, veterinary public health, public administration or equivalent.
– Previous exposure to the work of WOAH.
Expected skills
Technical Skills
– Proven knowledge of organizational planning and development, and ability to reframe operational structures.
– Ability to work in English at a high level, including excellent oral and written communication skills.
– Fluency in a second official WOAH language (Spanish or French).
– Excellent writing skills and ability to summarize complex technical discussions into clear and concise reports.
– Good computer skills in a Microsoft environment.
Additional skills (assets)
– Good working knowledge of a third WOAH official language (Spanish or French) would be appreciated but is not mandatory.
– Strong understanding of and commitment to good regulatory practice in scientific organizations.
– Knowledge of WOAH Codes and Manuals.

Salaire
Working conditions
Salary: commensurate with qualifications and experience; Type of contract: Fixed term contract; The post is a full-time position based at the WOAH headquarters; The position entails regular missions abroad.
