MdM strategy in Palestine focuses on 2 pillars: Emergency Preparedness and Response (EPREP) and Sexual & Reproductive Health and Rights (SRHR), with two cross-cutting topics: Mental Health & Psychosocial Support (MHPSS) and gender mainstreaming. In MHPSS, MdM intervention in the Palestine is focused on provision of MHPSS emergency response activities following critical incidents related to occupation, local partners capacity building and MHPSS integration at Ministry of Health (MoH) Primary Health Care Centres (PHCCs).
MdM Palestine has one office in Gaza, a base in the West Bank (Nablus), an office in Jerusalem, and a coordination office in Bir Zeit – Ramallah.
Job description
Under the supervision of the general coordinator, you are in charge of directly overseeing the implementation of MdM Palestine’s project activities across Gaza and West Bank ensuring the overall quality and guidance of its programming. You guarantee the integration of various program sectors / subsectors in an effort to maximize holistic programming within the scope of MdM’s institutional mandate, strategy, policies, principles and best practices.
You support the general coordinator in designing and rolling out the mission strategy in the country. You lead on initiatives based on programmatic vision, monitors the local context, geopolitical developments and anticipates its impact on existing programs, donor regional strategies and phasing out of programs if necessary.
You are also responsible to identify potential health & civil society partners and represent MdM externally in programmatic discussions (Clusters, consortia, & donor level – along with the General Coordinator).
You oversee the program technical team under your direct supervision and promotes a vibrant team environment of collaboration, team cohesion, team spirit, with coaching principals towards capacity building /staff development initiatives.
You assure the function of General Coordinator during his absence regarding all programmatic components and general operational aspects of the mission
More specifically, your main responsibilities are the following:
Context analysis, needs assessment and strategic planning
- Ensure close monitoring of the chronic crisis humanitarian situation and coordinate ad-hoc needs assessment if necessary
- Provide monthly updates of the humanitarian situation in the areas of intervention and alert if necessary
- Suggest new assessments and new programmatic developments to adjust program portfolio to existing needs
- Develop key monitoring tools to provide mission programmatic overview
- Roll out the mission strategy based on prior needs analysis, actors mapping, gap analysis and understanding of MdM programmatic added value and mandate
Coordinate and oversee MdM programs
- Ensure quality program implementation, in line with MdM mandate and guiding principles
- Lead the development of the general strategy on MdM programming activities
- Ensure the different components of the programs are consistent, perfectly integrated and in link with population needs
- Support the program team in the identification of partners and development of healthy and complementary partnership
- Work with field coordinators and support department leads monitor expenditure and budget compliance on a regular basis, report any concerns to the general coordinator and develop plans to mitigate any under or over expenditure
- Ensure regular communications are maintained between programme technical and operational support departments
Team Management
- Be responsible for the recruitment of the team under your direct supervision
- Analyse and define the departmental development of departments under your management ensuring that they are harmonized with the projects needs and operational capacity of the mission
- Carry out appraisals as per MdM standard requirements and procedures
- Supervise the entire program team, ensure regular coordination, information sharing, develop a good team dynamic and take suitable action in case of problem
- Ensure communication lines of the organizational chart and among the program team are respected across the mission
Monitoring and Reporting
- Work closely with grants to harmonize internal and external reporting needs
- Ensure that all needed data for the programs are timely collected and analysed for reports
- Carry out a quarterly review of programmatic achievement based on the monitoring framework and available indicators, and to set up corrective measures if needed
- Collaborate with MEAL coordinator to ensure the MEAL framework is in place at mission level
- Develop and apply a robust complaint & response mechanism
- Contribute to the organization / realization of external evaluation when requested
- Contribute to the elaboration of MdM monthly reports
- Participate in the writing of all donor’s reports and proposals
Meetings, coordination and representation
- Organise meetings with the technical program team and ensure action plans
- Actively participate in MdM coordination meetings and other ad hoc meetings decided by the general coordinator
- Ensure that MdM program team participates in the relevant coordination meetings
- Participate and lead on external coordination meetings with other health actors and or partners
- Lead the constructive collaboration with authorities, such as Ministry of Health
- Support the general coordinator in case of donor field visits or meetings
Required profile
- At least 5 years of experience in a similar position (INGO’s, emergency, integrated approach)
- Experience in senior management team working in emergency health programming.
- Previous experience of emergency project planning, designing, managing and implementing results-based activities with diverse donors
- Multi-sectoral or multi-grants programming management
- Experience or good knowledge of the region is an asset
- English fluency (oral and written) is mandatory
- Knowledge in French and/or Arabic is an asset

Conditions of employment
- Starting date: early January
- 6 month contract
- Gross monthly salary: €3,570
- Position based in Bir Zeit with regular field visits to sites of intervention or assessment
- Premium equal to one month salary paid in two instalments – minimum of 6 months seniority required
- Expatriation bonus (10% gross salary per month)

- 22.5 recovery days per year
- 5 weeks of paid leaves per year
- Health insurance (50% covered by MdM and 50% by the employee)
