Deputy Head of Mission Kiribati

Field-based: Kiribati

Duration: 12 months

Starting date: ASAP with flexibility to start in June 2025

Context

Kiribati is located in the pacific region, an extremely remote island nation facing significant  environmental and economic challenges exacerbated by climate change.. MSF is undertaking a community integrated planetary health med-ops program in partnership with the Ministry of Health and Medical Services (MHMS). These activities focus on community/primary health care and address health care waste management. The project provides MSF with an opportunity to learn through a new model of care and innovation.

Main Purpose

As the most senior MSF responsible person based in the Kiribati, the DHoM will be supporting the Head of Mission through delegated tasks and responsibilities, managing the day-to- day functioning of the capital office and team, ensuring contacts with local authorities according to MSF protocols, standards and procedures in order to contribute to the optimal functioning of the mission.

Your main responsibilities

  • Taking the lead in planning and finalising the Project strategy/proposals, Annual Plan, budget and other relevant policy frameworks; Monitoring the annual plan to ensure alignment with MSF strategies and Mission policies
  • Managing two separate projects with a focus on Planetary Health – 1 – Health Care Waste Management (HCWM) with external partners, 2 – Climate adapted Communities and Health Care (CCHC). An integral element of success will be in the monitoring the implementation of the projects, while tackling unexpected scenarios..
  • To provide comprehenisve and clear overview of the entire process of the HCWM project to ensure solid institutional memory to MSF for future replication on the same level in other Missions.
  • Develop and lead the advocacy strategy for the mission
  • Complete an EPREP strategy for pacific islands emergency response in close collaboration with the Coordination Team.
  • Proactive engagement and representation – in the absence of the Coordination team this person takes the lead in engaging and representing MSF in Kiribati, in liaison with the HoM.
  • Proactive networking and continuous dialogue with key stakeholders based in Tarawa. This includes the Government, at Minister level, aid agencies, diplomatic missions such as Australian and New Zealand High Commissions, Japan Embassy, Chinese Embassy and UN agencies,etc.
  • Coordinating, in close cooperation with the Medco, the emergency response procedures and when necessary participating in exploratory missions.

Requirements

Essential

  • English B2 minimum
  • Very strong experience in networking and negotiation
  • Strong interest and sensitivity to planetary health
  • Minimum five years experience in Management/Coordinator roles, with at least three years as a Program Manager / Project Manager/Coordinator
  • Experience in development project context
  • Experience in developing countries
  • Computer literacy (word, excel and internet)
  • Strategic vision, Service Orientation
  • Leadership People Management and Development
  • Teamwork and Cooperation

Desirable 

  • International experience across different countries
  • Knowledge in water hygien and sanitation process
  • University degree (project management, public health or international relations)
  • Experience in the Pacific region / or remote locations
