Deputy Project Coordinator X/H/F

Main Purpose 

The Deputy Project Coordinator supports the Project Coordinator in planning objectives, identifying health needs, analyzing context, risks, and constraints, and assessing required resources. They assist in supervising, monitoring, and ensuring smooth project operations. In the absence of the Project Coordinator, they represent them and handle delegated responsibilities based on objective criteria, focusing on sustainability. 

Your main responsibilities  

  • Contribute to analyzing the political, humanitarian, economic, and social context to ensure MSF’s charter, policies, and image are respected by all stakeholders. 
  • Assist in planning, supervising, monitoring, and following up on project aspects, in line with MSF operational policies and strategic goals. 
  • Participate in project security and safety management, keeping the context analysis updated and revising security guidelines as needed. 
  • Represent MSF within the project limits (local authorities, media, NGOs) and negotiate collaboration agreements upon the Project Coordinator’s request. 
  • Support the Project Coordinator in planning and organizing human resources, managing staff daily, overseeing staff induction, evaluations, and identifying training needs. 
  • Participate in exploratory missions as directed by the Project Coordinator to better understand context, priorities, and population needs. 

Security Management / Team Security 

  • Evaluates risks and threats linked to MSF’s activities, maintains a network to track security developments, provides continuous analysis, and ensures the team is informed of context updates and security rules. 
  • Centralizes and verifies information for decision-making, contributes to updating the project’s security policy, and ensures adherence to security rules within the project. 
  • Alerts the Project Coordinator immediately of any security breaches or incidents that could impact the safety of patients, staff, or MSF’s operations, providing detailed incident reports. 

Camp Context Evolution, Humanitarian Situation & Advocacy 

  • Monitor and report on camp demography evolution (VolRep, Relocation, Deregistration) and humanitarian issues in line with advocacy objectives. 
  • Stay informed on developments related to the Garissa Integrated Socio-Economic Development Plan (GISEDP), Shirika Plan, level 4 hospital in Dadaab, and other relevant refugee context plans. 
  • Represent MSF in meetings with stakeholders and advocate on relevant issues. 

 

Community focal Point (Refugee & Host community) 

  • In the absence of the Project Coordinator, represent MSF in all communications with the Host and Refugee communities and organize regular meetings with community representatives and health committee members. 
  • Ensure MSF’s principles of neutrality, impartiality, and independence are understood and adhered to by all stakeholders and staff during medical humanitarian operations. 
  • Ensure MSF’s commitment to quality patient care is clearly communicated and understood by all stakeholders. 

Programmatic and Operational support 

  • Supports the Project Coordinator in implementing strategic operational changes, representing them in meetings with partners (UNHCR, DRS, etc.), and disseminating information about operational changes to all stakeholders. 
  • Ensures the responsible use of MSF’s resources, including the efficient use of stock, assets, and vehicles, ensuring assistance reaches beneficiaries. 
  • Verifies that MSF standards are applied in the management of the project. 

Compound Management 

  • Focal point for all topics / issues related to MSF compound 
  • Responsible for compound rules respect (security, safe and friendly environment for all) 
  • Meetings with the residents/staff’s compound 

Exploratory MSF missions’ participation 

  • Follow-up humanitarian needs in NE region (outbreak, displaced populations, nutrition) 
  • Participation in exploratory MSF mission on request 
  • Ensure periodic reporting to the Project Coordinator 

Requirements  

Essential 

  • Education: Minimum bachelor’s degree in international relations, Social Science, or Political Science 
  • Experience: At least 2 years of field experience with MSF or another NGO in similar roles 
  • Skills: Negotiation, community engagement, and security-related context analysis 
  • Experience: Operational experience in highly insecure contexts 
  • Languages: Proficiency in English 
  • Knowledge: Computer literacy, high level of knowledge of local culture and customs, project management and reporting tools, emergency response 
  • Competencies: Security Awareness and Management, Strategic Vision, Leadership, Results and Quality Orientation, People Management, Planning and Organising, Stress Management, Teamwork and Cooperation, Cross-cultural Awareness, Capacity to Negotiate, Analytical Thinking, Networking and Building Relationships, Flexibility 

Desirable   

  • Education: Degree in Project Management or studies in medical or paramedical fields 
  • Experience: Previous experience working as a Kenyan MSF international staff in other countries 
  • Languages: Proficiency in Kiswahili & Somali 

12 months fixed term contract with 3 months’ probation period
