Working context
WeWorld has been working in Palestine since 1992, operating in the field of human rights, humanitarian aid and development to guarantee Palestinian communities access to basic services and available natural resources, in particular with regard to integrated service management, the strengthening of the integrated protection of the population and the enhancement of local socio-economic development in a sustainable and innovative way, with particular attention to the social and economic empowerment of women.
WeWorld in Palestine has 5 offices (Jerusalem, Ramallah, Hebron, Tubas and Gaza City).
Over the decades, WeWorld has implemented several interventions funded by multiple donors: ECHO and EU, UN agencies as UNICEF and OCHA, as well as national agencies such as AICS, SIDA, GIZ, JICA, GFFO, FCDO, and others. With a people-centred approach, the priorities are always identified together with the communities we serve, with a specific focus on a triple Nexus approach. The significant amount of data and analysis collected and elaborated by WeWorld in oPt inform the intervention of multiple agencies in Country. WeWorld is a member of the Global WASH Cluster and is part of all the clusters at national level: WASH (member of the Strategic Advisory Group), Education, Food Security, Shelter, Protection and Health. More recently, WeWorld has launched emergency operations and activities within Gaza to support the ongoing crisis.
Purpose of the Role
The Development Programme Manager, reporting directly to the Head of Operations, is responsible for leading the implementation of the organization’s Development Portfolio in the West Bank. This includes ensuring high-quality project delivery through effective management, coordination, supervision, monitoring, and reporting of activities related to assigned projects.
The role also involves fostering the organic growth of development programmes by maintaining strong relationships with relevant stakeholders, supporting the development of new project proposals, and contributing to technical and organizational learning within the sector.
The Multi-Projects Development Manager works in coordination with: Programme Division staff, especially MEAL staff, Area Managers, Project Managers and Focal Points. S/he will supervise: Project Manager, Project Coordinator, Community Engagement Officers, Field Engineer, Local Economic Development Officer.
MAIN TASKS AND RESPONSIBILITIES
Project Implementation and Quality Assurance
- Revise and validate Projects’ Work plans, Financial Plans, MEAL plans, Visibility Plans and Procurement Plans prepared by Project Managers and/or Project coordinators in coordination with the relevant departments
- Oversee Development projects’ implementation to ensure timely achievement of projects’ objectives
- Identify synergies between projects and integrate project plans as necessary
- Provide supervision, guidance and monitoring for project staff, ensuring clarity over project plans and priorities and encouraging effective teamwork, in coordination with Project Manager, project coordinators/focal points and Area Managers
- Facilitate regular staff meetings to ensure awareness of project objectives, and opportunity for feedback
- Preparation of weekly plans for projects staff and submit to Area Managers to prepare the safety and movements plans
- Oversee project implementation to ensure timely delivery of project activities
- Develop, supervise and coordinate a yearly work plan, as well as detailed monthly activity plan under the supervision of the Head of Operations
- Manage the project budget for the assigned projects and ensure all expenses are according to budget, in coordination with the Finance Department
- Revise and validate Community Direct Implementation modalities and monitoring procedures in compliance with donors regulations
Staff Management
- Direct management and supervision the Project Managers, Project Coordinators and all field teams assigned to the supervised projects
- Set performance objectives, conduct regular appraisals, and address training needs to enhance team skills and effectiveness
- Oversee work plans and ensure alignment with project goals, timelines, and resource allocation
- Address team conflicts constructively and maintain open communication between field teams and senior management
- Ensure adherence to organizational policies, ethical standards, and project targets while promoting accountability
- Work closely with the Area Manager and Head of Programmes in establishing and maintaining a collaborative and high performing team and a good working environment and effective team
Procurement
- Oversee all tender processes and ensure timely procurement of required project inputs and materials, in coordination with the Procurement and Logistics Coordinator
- Authorization of tenders’ documents and contract instalments for the Procurement and Logistics Department
- Support the PMs and Project Coordinators in identifying suitable solutions to issues that may arise in the evaluation process and/or implementation (poor quality, delays, etc.)
- Prepare ToRs and guidelines for projects’ consultants and review the relative outputs (assessments, studies and researches, training, etc.)
MEAL, Grants Management and Programming
- In coordination with Project Managers/Coordinators and MEAL staff, ensure accurate and timely internal status reports and external donor reports of relevant projects
- Participate in project evaluations and assist in the analysis of the results, assess project impact and effective use of resources, in coordination with the MEAL department
- Assist the Head of Programmes and Grants Coordinator with the identification and design of future projects within the Development Portfolio emerging from lessons learned and project’s best practices as well as proposal writing when needed
- Contribute to the development and the implementation of WeWorld strategy in the Country related to the development sector, including the development of strategic tools
- Highlight and bring to the attention of Head of Operations, Head of Programmes and Country Representative good practices and opportunities arising from the implementation of the supervised projects
Donor Relations and Representation
- Maintain good communication channels with projects donors and feedback to Head of Operations and other senior management staff as needed
- Ensure smooth communication with donors (sending regular updates on project advancement, organizing monitoring field visits, discussing project variations and/or extension if necessary etc.)
- Ensure representation and coordination of WeWorld within the national Education Cluster, Technical Working Groups and MoE, in coordination with HoP and HoO
- Participate in all assessments and documents developments with the Education Cluster

Expériences / Formation
ESSENTIAL REQUIREMENTS
Qualifications and Knowledge
- Advanced degree in International Development, Humanitarian Studies, Social Sciences, or a related field
- Fluency in English
Professional experience
- Minimum of 4 years of experience in project management within the development sector, with at least 2 years in a management role.
- Proven experience in program design, proposal writing, and fundraising with institutional donors (e.g., AICS, EU, SIDA, etc.).
- Experience in budget management, grant compliance, and donor reporting.

- Proficiency in Arabic and/or Italian is an asset
- Ability to work in a fast-paced, dynamic environment with multiple competing priorities
- Experience working in complex humanitarian contexts, preferably in conflict or post-conflict settings
Salaire
WHAT WE OFFER
Type of contract: a first 6 (six) month collaboration contract subject to verification of the achievement of specific objectives (these objectives will be agreed together with the Line Manager upon arrival on assignment); a second collaboration contract of 6 (six) months renewable, following the positive evaluation of the first months of contract and the availability of funding
Economic conditions to be defined according to WeWorld Expatriates Compensation Policy: Base Salary (seniority/role held) + Contributions (role complex and hardship based on place of work)
Annual leave: 2,5 days/month (working days)
Flight ticket: one return flight every 12 months of contract
