Operations Manager – Venezuela

JOB CONTEXT: 

2023 was a year of programmatic reorganization for HI’s mission in Venezuela, following the recession experienced in 2022. Between late 2023 and early 2024, the organizational growth goal continued with a strong effort to develop new funding opportunities and diversify donors. These proposals led to a revised budget presentation for 2024, showing an 85% increase compared to the 2023 actuals.  

Regarding the program’s human resources, there was a significant decrease in June 2022, going from 9 collaborators (all expatriates) in 2019, to 18-19 collaborators between 2020 and 2021, including national staff. Since then, due to the start of new projects in 2023, there has been a gradual increase in positions, reaching 28 collaborators (1 INT / 27 NAT) by the end of 2023 and 33 collaborators (1 INT / 32 NAT) in July 2024 (86 if we include volunteers and project-based workers contracted for the PMA-funded project in Monagas). 

 

Based on the latest projections made in early May, if approvals are received for the proposals submitted to date (ECHO, BHA Protection, CDCS, and GFFO), the team could reach 70 people across national positions and regional collaborators based in Caracas. 

This growth in the Venezuela mission brings significant challenges, as we must ensure the quality implementation of recently approved projects while continuing our institutional positioning efforts and active fundraising work. » 

To carry out this growth, HI in Venezuela is looking for an Operations Manager for 24 months.  

 

YOUR MISSION:  

Reporting to the Country manager, as Operations Manager, you contribute in the area where you are based to the implementation of the mandate and the 10-year strategy of Humanity & Inclusion. You ensure optimal quality and the impact of the projects implemented in your area by means of a delegation system with appropriate oversight mechanisms. With all the other HI managers, you share responsibility for the sound management and effective functioning of the global organization through paradigm changes. You manage a team of project managers in your country. 

 

In this framework, your main missions are:  

Mission 1: Management  

Mission 2: Strategy and steering  

Responsibility 1: Contribute to the development of the program operational strategy, and to its implementation and annual monitoring  

Responsibility 2: Implement the project part of the Program’s Operational Strategy  

Responsibility 3: Contribute to organizational transformation, particularly through changes to managerial practices, continuous improvement, and contribute to the improvement of working processes 

 

Mission 3: Standards and expertise  

Ensure deployment and compliance with HI global frameworks, institutional policies and standards 

 

Mission 4: Operational implementation  

Responsibility 1: Ensure the sound management and monitoring of projects under your responsibility, 

Responsibility 2: Keeping both potential opportunities and risks in mind, contribute to the monitoring and analysis done by the line manager, and propose mitigation measures where relevant  

Responsibility 3: Develop HI’s external influence (forums, operational and strategic alliances, etc) and the external representation of the organization (events, media) in your area of responsibility. 

Responsibility 4: Coordinate the teams in your area, 

Responsibility 5: Support the Country Manager in monitoring security in the country and ensure adequate resources according to the context  

 

Mission 5: Emergency Preparedness and Response  

Expériences / Formation

  • You have at least 4 years of management experience of social projects, with team management and risk management,  
  • You have a successful experience in partnership development, and also in methodological support for project design and management,  
  • You are fluent in Spanish and English (both strong oral and written skills),  
  • You show yourself cooperative and collaborative 

Salaire

  • 24 months International contract starting from September 16th, 2024; 
  • The international contract provides social cover adapted to your situation: 
    • Unemployment insurance benefits for EU nationals; 
    • Pension scheme; 
    • Medical coverage with 50% of employee contribution; 
    • Repatriation insurance paid by HI; 
  • Salary from 2869 € gross/month upon experience; 
  • Perdiem: 538 € net/month – paid in the field  
  • Hardship: 250 € net/month paid with your salary; 
  • Paid leaves: 25 days per year; 
  • Individual housing  
  • R&R: according to the level of the mission : 5 days every 8 weeks  
  • Position open to couples:  
    • Support travel costs (air ticket & visa) for accompanying dependent and health/ repatriation insurance if the dependent has no income; 
    • Payment of one yearly additional return flight;
