Program Director – SYRIA

JOB CONTEXT:

The Syrian crisis is the greatest humanitarian crisis of the last 20 years. According to the latest UN figures (HNO 2023), about 15.3 million people are currently affected by the crisis in Syria, including about 2,1 million IDPs living in last-resort IDP sites, while over 5 million Syrians have sought refuge in neighbouring countries or in Europe. The current humanitarian response only provides a patchy and partial coverage of the growing humanitarian needs. Twelve years after the beginning of the crisis, the number of injured persons in Syria keeps rising, with a severe lack of healthcare in many areas. In large areas of the country, the local economy is in bad shape, local populations and IDPs are in need of livelihoods assistance. The inclusion of the most vulnerable, including persons with disabilities, in the humanitarian response remains a major concern especially following the severe earthquake that struck the northern part of the country along southern Türkiye. From its office in Amman, HI is managing its Syria program which is implemented via three different hubs (Beirut, North-West and North-East), along four main pillars:

  1. Support to health partners (hospitals, psychosocial support centres, local NGOs) for the provision of multidisciplinary rehabilitation services (physical rehabilitation, psychosocial support and/or prosthetics and orthotics) and standalone psychosocial support services, through training, technical supervisions and donations of assistive devices and/or equipment;
  2. Humanitarian Mine action (HMA), including education to the risks and effects caused by conventional weapons (including mines, explosive remnants of war and small arms light weapons), non-technical survey of hazardous areas and clearance operations.
  3. Livelihoods assistance, with a combination of cash for work, vocational training, small grants for businesses and apprenticeships;
  4. Training and technical support to other humanitarian actors on the inclusion of persons with disabilities and other vulnerable persons in the humanitarian response (with a special focus on inclusive health and inclusive livelihoods).

 

YOUR MISSION:

Reporting to the Middle-East & Central Asia (MECA) geographic director (HQ-based), the program director contributes to the implementation of Humanity & Inclusion’s mandate and strategy within his/her program. He/she ensures that the quality and impact of the program’s activities are optimized through a system of delegation with appropriate control mechanisms. He/she shares responsibility with all other HI managers for the sound management and smooth running of the overall organization, through paradigm shifts. He/she will work in close collaboration with his/her colleagues from the Mashriq (Middle-East) regional program.

 

Mission 1 : MANAGEMENT

  • Understands the strategy, makes it explicit, translates it into operational objectives for his or her team, leads the necessary changes. Gives meaning to each management action. Encourages inter and intra departmental exchanges of practice.
  • Organizes the operational management of his or her team, structures the work around identified processes, steers performance and facilitates the resolution of problems.
  • Contributes to the development of his or her staff, creating the conditions for their commitment, professionalism and attachment to HI. Ensures compliance with the code of conduct of institutional policies, the state of mind and the expected individual and collective behavior.
  • Steers organization transformation, in particular through managerial and work practice change and continuous improvement of working processes.

 

Mission 2 : STRATEGY AND STEERING 

  • Conducts the development of the Program’s Operational Strategy, and its implementation and annual monitoring, taking into account context and external constraints, HI’s mandate and multi-year Strategy, the technical strategies and the development plans of Emergency, Atlas and Impact-Innovation-Information divisions.
  • Develops regular contacts with donors at field level and inform regularly the Institutional Funding teams.
  • Ensures the best allocation of resources to match Program ambitions, and plan accordingly.
  • Ensures the deployment and compliance with HI global frameworks, institutional policies and standards.

 

Mission 3 : OPERATIONAL IMPLEMENTATION 

  • Is responsible for security management: in link with the Humanitarian Access and Security Manager, develop a culture of safety & security at Program level; ensures that security documents are up-to-date and that all necessary measures are in place; ensure incident management and reporting according to HI frameworks.
  • Ensures financial control and monitoring of operations are effective in the Program: consolidation, control and reporting of operational and organizational elements within the Program (dashboards, corrective measures, unrestricted funds consumption, etc.)
  • Ensures technical quality standards are applied in the projects of the Program, and monitor the implementation of evaluations and donor audits’ recommendations.
  • Facilitate internal audits (operational, financial and organizational), and ensure the implementation of their recommendations.
  • With both potential opportunities and risks in mind, ensures continuous monitoring and analysis of current developments in his/her geographical contexts:
  • Implement analysis and monitoring of risks related to HI presence and activities; take mitigation actions when relevant.
  • Ensures alert on humanitarian needs, and preparation/contingency plans according to StratOp.
  • Leads the emergency preparedness actions in his/her perimeter and, in case of emergency, pilots the implementation of the response by reorganizing the priorities of his/her team, according to the framework and the setup decided by the Director of Operations, in order to ensure HI’s quick and efficient response.

 

Mission 4 : LEGAL REPRESENTATION, INFLUENCE AND LEADERSHIP

  • The Country Director is the legal representative of the overall HI organization internally and externally, and promotes a high reputation and positive image of HI.
  • Develops external influence of HI (forums, operational & strategic alliances, etc.) and the external representation of the organization (events, media) in the Program’s geographical scope
  • Takes on the messages of HI global advocacy to all relevant external parties.
  • Develops a local specific advocacy activity in accordance with the Operational Strategy (StratOp) of the Program.
  • Develops the communication and information activities, in accordance with the StratOp.
  • Carries the overall HI mandate (e.g., advocacy, weapons, emergency) and organization (including Federation, Technical Divisions, National Associations, the Institute), internally and externally (be a representative of HI vis-a-vis external parties)

 

CHARACTERISTICS OF THE POSITION:

The position is based in Amman, Jordan, which is a safe and easy environment to live and work. The program director is expected to travel on regular basis to the various intervention areas such as in North-West Syria, via Türkiye, in North-East Syria, via Iraq (KRI, Erbil), in Lebanon, in the Syrian government-controlled area (Damascus) etc. where security is much more unpredictable.

Expériences / Formation

You have a Master’s degree in humanitarian aid and/or development and/or international project management, or other related and relevant fields (international studies, etc.).
With a minimum of 3 years’ experience in the field of humanitarian aid and development project coordination, you have strong management skills, and are capable of representing Humanity and Inclusion, and implementing its operational strategy.

You are proficient in English or French, and at least B2 in the other language, Arabic language is a plus.
