A major player in the social and solidarity economy, the French Red Cross runs a network of more than 600 establishments and services in the health, medical and social sectors and in training. It also runs 12 regional health and social training institutes.

Internationally, the FRC is active in 16 countries alongside National Societies and 2 regional platforms (PIRAC and PIROI), on the following themes Health and Disaster Risk Management.

In the same way as in the activities that it develops and implements in France, the French Red Cross at the international level includes all its missions in a sustainable humanitarian action plan.

This means that emergency, post-emergency, post-crisis and reconstruction activities are coordinated in order to be as effective as possible. The aim is to carry out actions with lasting effects and to enable the population to regain their full autonomy.

Working environment

The French Red Cross opened a delegation in Palestine in 2022, thanks to a 5-year project funded by the Agence Française de Développement (AFD).

The project consists of supporting the strategic and programmatic development of Ibn Sina College of Health Sciences in Nablus, Palestine, through the redesign of the curricular to adapt it to international LMD standards, digitalization, modernization of simulations labs and creation of a continuous training center, a research Lab and PGI action plan. The French Red Cross will work in collaboration with the University of Montreal, the Palestinian Red Crescent Society and the Palestinian Ministries of Higher Education and Health.

Located in the West Bank, Ibn Sina College currently welcomes 300 students and has the ambition to become a « leading college in nursing and midwifery, both locally and internationally, adopting the principles of lifelong learning for its students and health personnel, through curricula based on competencies, skills and practises based on scientific evidence ». Another component of the project includes the construction of a new school to welcome Ibn Sina College students; this part is managed by AFD directly.

Furthermore, the FRC delegation is closely working with the PRCS to develop projects aiming to support their activities in the fields of pre-hospital care and first aid services in the West Bank. The PRCS is the lead Emergency Medical Services (EMS) provider in Palestine, both in Gaza and in the West Bank, and as such, it provides support to people in need through its fleet of ambulances, training of EMS staff for appropriate pre-hospital care response and activities at community level.

FUNCTION :

Reporting to the Head of Delegation, the Programme Coordinator will :

  • contribute to the development and implementation of the operational strategy of the Delegation,
  • ensure the monitoring and steering of the implementation and development of programmes,
  • and contribute to the representation of the Delegation to partners, humanitarian coordination bodies and other relevant stakeholders.

RESPONSIBILITIES :

  • Lead on all aspects of programmatic design and projects implementation (working closely with all relevant technical experts and counterparts as well as in constant coordination with PRCS), and actively contribute to the strategic & operational positioning and development of the Delegation in support of the Head of Delegation
  • Coordinate the development and writing of new quality Project Proposals and Concept Notes, in coordination with the Palestine Red Crescent Society (PRCS) and in line with the Delegation’s annual operational programming validated by the FRC.
  • Support the programme team in the planning, implementation, monitoring, evaluation and reporting of projects, in line with FRC’s international strategy and MEAL obligations in the country of intervention
  • Contribute to the representation of the FRC and the development of partnerships in support of the Head of Delegation
  • Ensure good coordination and support of project and programme teams for quality project management
  • Ensure that all of FRC’s monitoring, evaluation, accountability and learning processes and tools are properly activated and implemented, in order to ensure quality and timely narrative and financial reporting reports, and feedback mechanisms to beneficiaries, partners and potential donors

HIERARCHICAL AND FUNCTIONAL LINKS :

Reporting relationship:

  • The incumbent will report directly to the Head of Delegation

Managing and Operational links :

  • The incumbent will manage the FRC Delegation’s technical programme/project in the field of health, in coordination with partners and under the supervision of technical advisors from HQ.

Collaborates internally with :

  • All the delegation & FRC HQ support services (Desk, Finance, Logistics, MEAL, Technical departments, Compliance & Audit, Security Management, etc.)

Collaborates externally with :

  • PRCS counterparts and management team
  • Counterparts and colleagues within the Red Cross Red Crescent Movement

Conditions of employment:

  • Type of status: expatriate
  • Type of contract: Fixed-term contract under French law
  • Salary: According to the classification of the position on the CRf grid and the experience of the candidate
  • Per diem: daily per diem which varies according to the country
  • Leave: 10 to 15 days minimum every 6 months – Airfare paid at 100% by CRF for home travel
  • Health coverage: CFE + Mutuelle MSH (covered 100%) – covered at 75% by the CRF

Expériences / Formation

Experiences :

  • At least 3 years’ experience in the same type of position
  • Previous experience in project management positions
  • Experience and/or knowledge in communicating with various authorities and partners
  • Experience in developing new projects (concept note, proposal, budget, logframe, etc)
  • Experience in donor reporting and contract management
  • Experience in the MENA region and specifically in Palestinian context is a strong asset
  • Background in health or in health projects (including emergency medical services, nurse sciences, pre-hospital care, first aid, etc.) is a strong asset
  • Previous experience managing projects with AFD is an asset

Education :

  • Studies in humanitarian or development studies, or any equivalent field
  • Mastery of the project cycle and project management tools
  • Knowledge of the different humanitarian sectors
  • Mastery of the humanitarian coordination system
  • Knowledge of the main donors and rules

Competencies

  • Strong writing and synthesis skills (for both proposals and reporting contributions)
