Aim of the position:
In the framework of the ‘’SPES’’ project implemented in Mount Lebanon and Nabatieh governorates by AVSI and funded by AICS for a period of 4 months starting November 15th 2024, the PM will be responsible for the overall management of the project. The scope of the project is to meet the urgent humanitarian needs of populations affected by the conflict in the districts of Aley, Keserwan, and Marjayoun.
Main tasks and responsibilities:
Supported by the Head of the Emergency Unit, the PM will be responsible for providing overall leadership management and general technical direction of the project, ensuring an integrated vision among different components and partners, and a focus on achieving the results defined in the contract.
The Project Manager is responsible for supervision of AVSI field team assigned to the action.
Beside those specific tasks, regular tasks related to the position will be:
Planning and managing the project’s resources
- Designing activity overall and monthly plans and supervising their implementation; proposing updates and amendment as needed
- Budget management in coordination with the Operation and finance, including monthly budget forecast and follow up
- Ensure compliance with AVSI HQ and donor requirements, policies and regulations
- Guide and oversee the alignment of the budget to expected results
- Supporting project staff in activities’ implementation and problem-solving
In coordination with the HR department:
- Support the development and human and professional growth of staff through supporting internal and external training opportunities
- Make sure the HR policies are correctly shared, implemented, refreshed
- Supporting the recruitment process of the staff needed
- Participate in the HR planning and appraisal system
- Facilitate the organization/implementation of trainings organized by AVSI, WGs, donors, Ministries, etc. for the staff.
Reporting
- Drafting and developing the interim/final narrative and financial reports as requested by the donor
- Providing regular reporting to Program and Operation
- Ensuring timely correct reporting to Sector or Interagency (e.g. activity info, etc.)
- Consolidate and approve project workplan
Monitoring, quality
- Ensures quality programming through technical guidance, leadership, and coordination of the different technical involved department (education, CP, WASH, BA, inclusion)
- Actively participate in the internal emergency unit coordination meetings
- Ensure the implementation of the project’s activities in line with: the project proposal, workplan and donors’ requirement and recommendation
- Contribute to the overall process of coordination, harmonisation and learning and sharing process
- Monitoring the implementation of work plans directly, through regular visits to project sites of activities
- Implementation of the project’s monitoring system in collaboration with the M&E, outreach and Accountability and Capacity building and Design/Validate the project’s monitoring tools and analysis of the collected data.
Coordination
- Act as liaison to donor, in coordination with the Head of the Emergency Unit, formally regularly and accurately reports to the CDs of AVSI on outcomes of strategic and operational relationship with AICS
- Promoting synergies and coordination with other AICS funded actions
- Relationship with AICS – maintain regular liaising with AICS regarding programmatic and operational issue. Support the consortium and AVSI to maintaining and developing the relationship with the Donor, including:
- Attending/organising and facilitating field visits,
- Providing information and documentation to the Donor/consortium when requested
- Coordinating with actors operating in the target areas
- Participating to the donors’ coordination mechanisms providing positive inputs
- Attending relevant Working Groups (sectorial)
- Calling for and leading regular project meetings and sharing the minutes
Participating in the:
- AVSI Management meeting
- Project progress meeting
- Emergency Unit coordination meeting
- Participating in thematic coordination meetings at national, when needed
- Project staff training with other AVSI staff
- Coordinating with local NGOs and INGOs operating in the Project’s area.
Other
- Participating in project proposal writing, assessments within the sector. Contributing to develop project proposal with the current donor or others
- Contribute to AVSI Emergency Response beyond the specific scope of the assigned project
- Collaboration with the Communication Department with regular updates and documentation (written, photographic, video etc.)
- Ensuring visibility according to AVSI and donors plan
- Perform other duties within area of responsibility, as requested by the supervisor.
Essential Requirements
Education: BA in management, social science, international affairs, or similar fields or 3 years of field experience in addition to a non-related BA.
Work experience: 3 years of professional experience in the humanitarian field;
• Working with local partners within a Sub-granting partnership; experience in working during emergencies.
Language proficiency: full proficiency in English, written and spoken; full proficiency of Italian, written and spoken.
