Project Manager for DR Congo

Position: Project Manager

Contract Length: 12 months with starting date in August

About the DR Congo Programme of People in Need:

People in Need (PIN) is an international, non-profit organization providing humanitarian and development assistance in over 20 countries worldwide. Formed in 1992 in the Czech Republic, PIN has grown to be the biggest organization of its kind in post-communist Europe, providing relief where it is needed, and empowering civil society at home and abroad.

In the DRC, PIN collaborates closely with communities and local partners to combat malnutrition and improve living conditions, especially in conflict-affected regions. Operating primarily in South Kivu, where accessibility is challenging due to limited infrastructure and the presence of armed groups, PIN focuses on providing essential services such as access to clean water, hygiene education, and quality healthcare. To address malnutrition among children and pregnant or breastfeeding women, PIN implements prevention and treatment measures through community health worker training, nutritional education, and therapeutic food distribution. Additionally, PIN promotes climate resilience activities, including bamboo charcoal production and ecological waste reduction initiatives. With a team of approximately 150 staff members, PIN has been a steadfast presence in DR Congo, assisting hundreds of thousands of people annually, particularly those affected by long-term conflict and poverty.

About the role:

The Project Manager (PM) will be responsible for timely and effective management and implementation of BHA´s funded action targeting returnees, displaced and host communities in the health zones of Minova and Hauts Plateaux d’Uvira (South Kivu) with a focus on food assistance, food security, cash and WASH. PM will be responsible for ensuring efficiency, quality, M&E, impact and accountability, while upholding PIN´s core values. Upon the agreement with HoP, the PM will represent PIN in relevant working groups and meetings. S/he will also ensure continuous quality improvement of projects through the collection and reflection of lessons learnt and contribute to the well-being of project staff. The Project Manager reports to the Program Manager. S/he works closely with the MEAL, Logistics and Finance teams and, in coordination with the HoP, liaises regularly with the Knowledge and Learning (KLD) consultants and the CP Desk.

Main Duties & Responsibilities:

  • Responsibility for achieving project results and indicators, fulfilling the contractual obligations of the projects, and ensuring timely and quality implementation.
  • Compliance with PIN’s sectoral guidelines, international standards, and in-country sectoral strategies.
  • Responsible for proactive and continuous improvement of project quality and relevance
  • Insurance of MEAL and data collection, including CFRM, in line with PIN and donor requirements and ensuring accountability to beneficiaries.
  • Utilization of lessons learned for concrete improvements in program implementation and sharing internally and externally with other partners.
  • Responsible for financial monitoring of direct costs, including national partner’s costs; ensuring sound financial management of the program budgets (monthly financial review, forecasting, reporting, etc.).
  • Initiation and follow-up of procurement and payments related to program needs in coordination with the Finance and Logistics Officers and in compliance with PIN and donor procedures; including procurement planning.
  • Responsible for relevant HR processes related to the project team, including recruitment, performance management, capacity building and mentoring of national PIN staff, including the identification of training needs and development of training plans.
  • Supporting Communication and Advocacy efforts in coordination with the Communication Officer and Head of Programs/Head of Office.
  • Ensuring strong communication channels between the field and the System and Operation staff in different sites when needed for Project coordination.

 

Main requirements:

  • Proven experience in project cycle management of programmes/projects in sectors as per PIN DRC´s strategy;
  • Proven skills in people management and managing programmatic teams;
  • Strong grasp of quality standards in humanitarian and development programming;
  • Strong knowledge of safeguarding and accountability mechanisms;
  • Knowledge and experience of Monitoring and Evaluation within projects;
  • Proficiency spoken and written English and French (mandatory);
  • Dynamic and result-oriented profile;
  • Ability to organize and plan effectively;
  • Critical analysis and problem-solving skills;
  • Cultural sensitivity, excellent communication skills
  • Ability to work in difficult conditions and under pressure;
  • Responsible and systematic.

 

PIN Offers:
