SOLIDARITES INTERNATIONAL (SI) is an international humanitarian aid association which, since more than 40 years, has been providing assistance to populations affected by armed conflicts and natural disasters by meeting their basic needs for food, water and shelter. Particularly committed to the fight against diseases linked to unsafe water, the leading cause of death in the world, SI’s interventions provide expertise in the field of access to drinking water, sanitation and hygiene promotion, but also in the essential area of food security and livelihoods. Present in 26 countries, the SI teams – 3200 people in total, made up of expatriates, national staff, permanent staff at HQ, and a few volunteers – intervene with professionalism and commitment while respecting cultural norms.

About the mission

With the outbreak of the conflict in April 2023 and forced evacuation of Khartoum and West Darfur (El Geneina), SI was the first international NGO to re-enter Darfur and resume its emergency response. SI has since been working in West Darfur, North Darfur, Gedaref et Khartoum, thanks to the support of SHF, CDCS, ECHO and BHA across WASH, Shelter and NFI support, Food Security and Livelihood sectors.

After the war broke out in April 2023, Al Geneina base has been a key hub to access Sudan and provide assistance to populations. Since November 2023, Al Geneina base has grown in size with 7 ongoing projects in emergency WASH and FSL assistance accross West and Central Darfur.

 

General objective:

The WASH PM will be in charge of launching and implementing SI’s WASH and S/NFI (kit distribution) activities in West Darfur.
S/he will be in charge of recruiting team members if not finalised and ensure a proper induction and capacity building process.
S/he will be working closely with the Field Coo to develop and implement emergency response in key areas to develop access and build acceptance with communities, while targeting key needs of the populations.
S/he will be in charge of setting up the project management, managing the emergency response and setting the ground for building the base programmatic activities towards a more structured presence in Central Darfur.
S/he will be in responsible to lead needs assessments in different areas of Central Darfur and consequently developing the SI response plan, including with local partners.

The main challenges:

1- The needs are very high, compared to capacities – being able to prioritise SI interventions based on priority needs, strategic relevance and accessibility/security will be a key challenge to overcome.
2 – The context remains very volatile context, complex relationship with authorities, access challenges, complex context with multiple levels of ethnic relationships and dynamics.
3 – Donors landscape has evolved a lot forcing to rethink the intervention and resize the teams accordingly

Priorities for the 2/3 first months:

1 – Revise the WASH setup of SI West Darfur base according to needs
2 – Lead the implementation of SI intervention and programs in the different areas of West Darfur
3 – Develop understanding of context and humanitarian needs of West Darfur to guide SI response and intervention strategy in Central Darfur

Security constraints:

Very volatile context. Level 4.

 

A salaried position:

According to experience, starting from EUR 2310 gross per month (2100 base salary + 10% annual leave allowance paid monthly) and a monthly Per Diem of USD 750.

SI also covers accommodation costs and travel expenses between the expatriate’s country of origin and the place of assignment.

Breaks: During the assignment, a system of alternation between work and time off is implemented at the rate of 7 working days every three months (with a USD 850 break allowance, allocated by Sl). To these breaks periods, SI grants one (1) additional rest day per month worked.

Insurance package: Expatriates benefit from an insurance package which refunds all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.

 

LIVING CONDITIONS:

Guest House conditions : GH is simple but nice, 3 bathrooms with running water/showers (cold water), 2 squating toilets + 1 western toilets / private rooms / outside space. Electricity back up that allows electricity most of the time
Internet and telephone network: Satellite internet in office and GH.
Challenging to watch netflix or youtube for instance. Whatsapp calls totally ok.
Restaurant & social life: No restaurants validated for now. Limited social life, few INGOs in town, curfew at 6pm.

Bachelor or Masters degree in related field (business, international relations, etc)

Experience in the humanitarian sector : 3-4 years

Experience on a similar position : 0-2/3-4 years

1 Strong experience in managing emergency programming, prioritizing WASH and distribution
2 Able to Follow up and develop a strategy for a WASH emergency response in new areas
