Technical Coordinator ZooSursy Project – Sub-Regional Representative for Eastern Africa – WOAH Nairobi, Kenya

Context
The World Organisation for Animal Health (WOAH – founded as OIE) is a leading intergovernmental organisation representing 183 Members worldwide. Through its activities, WOAH makes a decisive contribution to improving animal health, protecting animal welfare and strengthening Veterinary Services. The Organisation provides transparent information on world’s animal health situation, and promotes international standards, particularly in terms of the safety of trade in live animals and animal products. WOAH’s headquarters are based in Paris. The Organisation is present on every continent through 13 Regional or Sub-regional Representations. WOAH has 250 staff members, two-thirds of whom are based at headquarters. This position is located in Nairobi, Kenya.
The ZOOSURSY project, launched in 2025 with support from the European Union, is being implemented in 17 countries in West, Central, East and Southern Africa, in partnership with the Centre de coopération internationale en recherche agronomique pour le développement (CIRAD), the Institut de recherche pour le développement (IRD), the Institut Pasteur, the University of Helsinki, the Helmholtz Institute for One Health and national Veterinary Services. It aims to improve knowledge and management capabilities to strengthen surveillance systems for emerging and re-emerging zoonotic diseases at the interface between animals, humans and the environment. This project is part of the implementation of the WHOA wildlife health program launched in early 2021. This project follows the implementation of the EBO-SURSY project, which after 7 years of implementation in 10 Central and West African countries, came to a close mid-2024. Job Description
Positioning and reporting
Under the authority of the Director General of WOAH, the supervision of the East Africa Regional Representative, and the functional management of the Project Manager, in close collaboration with the ZOOSURSY project coordination team and the relevant teams at WOAH headquarters and in the Africa region.
Job purpose
The Technical Coordinator participates in the implementation of ZOOSURSY project activities in the target countries of his/her intervention zone. He/she develops, coordinates and supervises the implementation of activities in collaboration with the project management team, provides technical support to the project implementation teams, including scientific teams and Veterinary Services, coordinates internal and external players and develops commitment and synergies in particular with the Veterinary Services of the countries targeted by the project.
Missions and activities

Ensure the overall technical implementation of the ZOOSURSY project in target countries within his/her intervention area.
– Work closely with the project team to support and facilitate the implementation of all initiatives, activities and actions developed as part of the project;
– Develop, plan, facilitate, implement and monitor the implementation of project activities and deliverables, in collaboration with WOAH headquarters teams and external partners, including the Veterinary Services;
– Contribute to the development of a detailed project workplan to monitor and track progress:
– Identify risks, and analyse, manage and propose mitigation measures to ensure timely delivery of the project;
– Support the implementation of a programme M&E framework, performance metrics and capture information to track programme performance;
– Work with the Project Communications Officer to develop and implement a communication plan;
– Work with the Project Scientific advisor to facilitate contacts with the technical Services in countriesInitiate, engage and facilitate exchanges and information sharing between all partners/experts and stakeholders involved in the project;
– Support partners in the implementation of activities involving national veterinary services;In collaboration with the WOAH headquarters teams, draft periodic reports for donors;
– To identify and promote synergies between projects related to the ZOOSURSY project and to the epidemiological surveillance of zoonoses in the region, in order to ensure that actions complement each other and to develop opportunities for intervention;
– To contribute to the drafting of relevant documents and information articles for publications and communications and for the project website, in collaboration with the Project Communications Officer;
– Coordinate the implementation of the activities sub-awarded, outsourced or delegated to partners throughout the project, including experts, Reference Laboratories, Collaborating Centers, and external suppliers.

Provide technical support in the area of expertise to the Africa Regional Representation
– To represent WOAH, support the Regional Representation to which he/she reports to, provide technical support and take part in international meetings or service missions relevant to the project’s themes.

Expériences / Formation

Qualifications and Experience
Required qualifications and experience

– University degree (Master) in veterinary, animal health (domestic and wildlife), environmental or public health;
– Minimum 5 years’ experience in project management in the field of animal health at national or international level, on the African continent;
– Experience in planning and implementing development and capacity-building projects in Africa (e.g. projects financed by donors such as the European Union, the World Bank or other similar types of projects);
– Experience of working with African Veterinary Services;

Additional experience
– Project management certification would be an asset.
– Previous experience of public health issues related to emerging and re-emerging zoonotic diseases;
– Experience of epidemiological surveillance system networks, risk management and mitigation, particularly involving wildlife.
– Experience of working with research teams    

Expected Skills
Technical skills
– Excellent command of English and French (spoken, read and written);
– Excellent knowledge of East and Austral Veterinary Services, their actors and networks;
– Excellent knowledge of animal disease surveillance systems, particularly in the context of One Health;
– Sound knowledge of international development and cooperation;
– Knowledge of technical and scientific issues relating to animal or human health, and of the One Health concept on the African continent;
– Good knowledge of regional, sub-regional and international organizations involved in “One Health” activities.
– Good knowledge of Office (e.g. Microsoft Word, PowerPoint and Excel), Internet applications and multimedia tools.
– Solid knowledge of Project Management

Salaire

Working conditions
– Salary: commensurate with qualifications and experience.
– Type of contract: WOAH Staff – Fixed-term contract.
– Duration: Two (2) years renewable.
– Location: WOAH Subregional Office for Eastern Africa – Nairobi, Kenya
The post is a full-time position and requires long hours in a seated position at a computer. It entails frequent missions abroad.
