SOLIDARITES INTERNATIONAL (SI) is an international humanitarian aid association which, since more than 40 years, has been providing assistance to populations affected by armed conflicts and natural disasters by meeting their basic needs for food, water and shelter. Particularly committed to the fight against diseases linked to unsafe water, the leading cause of death in the world, SI’s interventions provide expertise in the field of access to drinking water, sanitation and hygiene promotion, but also in the essential area of food security and livelihoods. Present in some twenty countries, the SI teams – 2500 people in total, made up of expatriates, national staff, permanent staff at HQ, and a few volunteers – intervene with professionalism and commitment while respecting cultural norms.

 

ABOUT THE MISSION

Operational in Venezuela since 2019 SI is a key member of the WASH Cluster in Venezuela and is willing to increase its contribution in the sector. That’s why SI is applying to become WASH Cluster Co-coordinator. To achieve this goal, SI is recruiting a leader of the WASH sector to accompany this dynamic and bring their knowledge, enthousiasm and creativity to support the WASH cluster in country.

In 2024, the required budget for the WASH Cluster is $87,6 millions and sectoral objectives are:

  • Guarantee access to basic health/nutrition, education and protection services for the most vulnerable population through support to the relevant institutions in the restoration of WASH services.
  • Ensure sustained and sustainable access to WASH services and practices for the most disadvantaged communities and those living in humanitarian and fragile contexts.
  • Ensure that national WASH systems are strengthened and resourced, and that communities are empowered to provide inclusive, affordable and sustainable gender-equitable services to meet the rights of all children and adolescents, particularly the most disadvantaged and those living in humanitarian and fragile contexts.

ABOUT THE JOB

General objective:

The purpose of the WASH Cluster Co coordinator is to ensure, in complementarity with the WASH Cluster Coordinator, a coherent and effective response to WASH needs in country and support that priority needs are addressed by agencies engaging in WASH interventions. The WASH Cluster Co coordinator will co-facilitate this initiative by working closely with the WASH stakeholders (communities, authorities, education institutions and INGOs and UN agencies) to provide an effective, timely and strategic collective response to the current situation.

The WASH Cluster Co coordinator will work impartially, serving the needs of all members of the WASH cluster, and should work closely with UN OCHA, WASH Cluster Coordinator and other country cluster coordinators.

The main challenges:

  • Evaluate and analyse the needs in various local contexts
  • Encourage partners to collaborate more closely and identify opportunities for pooling resources in a context where resources are limited, needs are enormous and access to water is complex.
  • Participate in advocacy on the inadequacy of available resources in relation to the scale of needs.

Priorities for the 2/3 first months:

  • Review the strategic planificacion of the sector within the humanitarian reponse
  • Improve the monitoring of the response
  • Lead the implementation of strategic thematics such as the Global WASH cluster AQA initiative

Expériences / Formation

YOUR PROFILE

Education / academic background

Graduate degree and/or post-graduate degree in Public Health, Water Engineering, Engineering, Supply Chain, or related career; or equivalent field experience.

Specific skills and experience:

  • 3-4 years of experience in the humanitarian sector
  • 3-4 years of experience on a similar position
  • Technical skills in water, hygiene and sanitation.
  • Network coordination/animation and leadership skills.
  • Analytical and projection skills.
  • Writing and information dissemination skills.
  • Excellent interpersonal skills, adaptability to different interlocutors.
  • Strategic vision and responsive to changing circumstances.

Language:

  • Spanish oral and written.
  • English oral and written

SI WILL OFFER YOU

A salaried position:

According to experience, starting from EUR 3080 gross per month (2800 base salary + 10% annual leave allowance paid monthly) and a monthly Per Diem of USD 750.

SI also covers accommodation costs and travel expenses between the expatriate’s country of origin and the place of assignment.

Breaks: During the assignment, a system of alternation between work and time off is implemented at the rate of 7 working days every three months (with a USD 850 break allowance, allocated by Sl). To these breaks periods, SI grants one (1) additional rest day per month worked.

Insurance package: Expatriates benefit from an insurance package which refunds all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.

LIVING CONDITIONS:

Caracas has an average elevation of about 900 m from the sea level and the annual average temperature is approximately 24°C which makes it extremely pleasant to live in. The office and accomodations are in a residential area and tree-lined streets walkable. The area proposes a wide range of restaurants and bars to enjoy and culture life is very active in the city. Phone and Internet networks are funcional.
Contribution to individual housing possible or guest house

SECURITY:

The security context is complex in Venezuela but is overall considered as calm with, however. criminal risks in specific areas. The authorities have a strong presence throughout the country and are very wary about international organizations. It is important to remain calm and to ensure good communication. The context of living in Caracas is good. It will be necessary to remain vigilant to the good respect of security rules especially while travelling to remote areas and/or specific areas of Caracas.
Nonetheless, within the limitation of the safety minimum requirements, one can easily enjoy living in Caracas, week-ends and/or vacations in other areas including specific coastal cities. There is a vibrant expatriate community in the capital.
