TGH background

Founded in 1994, TGH is a French international solidarity organization based in Lyon. The association designs and implements emergency, rehabilitation and development programs in the following sectors: water, hygiene and sanitation, civil engineering, food security and rural development, socio-educational and psychosocial. TGH is currently operating in 10 countries in Africa, Asia, Europe and the Middle East.
Presentation of the mission
TGH has a long-standing presence in Sudan: first implementing a multi-sectoral program targeting displaced people and host communities in Geneina (West Darfur) in 2004, it extended its presence to Central Darfur (Bindizi and Um Dukhun) in 2005 and 2006 respectively. Since then, TGH has maintained a continuous presence in both states, while also intervening in North Darfur, South Kordofan, Khartoum, Gedaref states, Al-Jazeera, Sennar, and Red Sea states.
Since the outbreak of the current Sudan conflict in April 2023, creating the largest displacement population in the world at current time, TGH has developed multi-sectoral projects in consortium with other international NGOs to meet the needs of crisis-affected populations in Sudan.
TGH has approx. 14 expatriates and 150 national staff in the field, based in Geneina & Foro Baranga (West Darfur), Golo, Rokero, Um Dukhun, Bendasi, and Zalingei (Central Darfur), Karrari (Khartoum State) and Port Sudan (Red Sea). TGH is rooted in the humanitarian principle of neutrality, and works across territories under the control of different authorities.
TGH’s ongoing activities in Sudan include:
- Emergency assistance to displaced people affected by conflict and/or natural disasters (provision of NFIs and emergency shelter, hygiene and dignity kits, etc).
- Construction and rehabilitation of water supply systems and sanitation services, hygiene promotion and capacity building of community-based committees and local authorities in WASH services sustainable management
- Strengthening of food security and livelihood, through distribution of agricultural inputs, promotion of farming best practices, sustainable natural resources management, development of income generating activities, as well as provision of MPCA.
- Child Protection activities including PSS, CP Case Management, support for Child Friendly Spaces, and CP awareness-raising.
With a current volume of approximately 14 million EUR, TGH in Sudan is currently funded by donors including ECHO, BHA (waiver obtained until the end of the project), OCHA-SHF and the French MoFA.
Job description
The WASH/Shelter Project Manager works under the line management of the Deputy Country Director for Program (DCDP) and under the functional supervision of the Head of WASH Programs. The PM also works in close coordination with Field Coordinators and other mission colleagues.
General Assignment:
She/he is responsible for managing the WASH/Shelter activities under all projects implemented in Darfur (and possibly elsewhere in Sudan), ensuring timely and quality implementation, supervision, monitoring, reporting and budget follow-up. Technical coordination with government line ministries and humanitarian actors will also be expected. The WaSH/Shelter PM will need to work very closely with the support teams to ensure that the projects are implemented on time, more specially, close procurement and financial follow-up with the support and Logistics teams.
Project Management and Reporting
- Lead all aspects of WASH/Shelter activities for the assigned projects, ensuring proper activity planning, procurement planning, implementation, technical supervision of the WASH/Shelter field staff, monitoring, donor reporting, and monitoring, evaluation & learning, in accordance with project proposals, donor and TGH requirements, and best practices.
- Send on a regular basis project Monthly Follow-Up reports to the Grants team, DCDP and Head of WASH.
- In conjunction with the MEAL team and Head of WASH, support data collection and reporting from field teams to consolidate information management, including planning and supervising evaluations, baseline/endline surveys, technical reviews, etc.
- Provide regular analysis of project progress, achievements, technical challenges, potential risks and proposed solutions or mitigation measures, with findings and recommendations to the Head of WASH and the DCDP.
- Propose relevant adaptations to TGH project and technical implementation strategies as needed, in close consultation with the Head of WASH and the DCDP.
- Provide or support capacity building in order to enhance the technical capacity of the WASH/Shelter field teams.
- Contribute to the develop of MEAL-related strategies and materials, and provide training/coaching to the teams on their implementation of these.
- Write and contribute to detailed regular project reports to donors as required (mid-term reports, final reports, etc.).
- Play an active role and contribute to the development of project concept notes and proposals, project modification requests etc.
Human Resources/Team Management
- Ensure internal communication within the team through regular team meetings, involving the Field Coordinators to ensure smooth coordination and communication.
- Participate actively in recruitments of WASH/Shelter team field staff, to assess their technical skills, in coordination with the Field Coordinators and HR team.
- Contribute to HR Evaluation Performance Reviews of WASH/Shelter staff on a regularly basis, in coordination with the Field Coordinators.
Finance, Logistics and Administration
- Supervise financial monitoring of the WASH/Shelter components of projects, in close collaboration with the DCDP.
- Supervise and support logistics and administrative tasks related to WASH/Shelter activities (drafting of purchase requests, etc), in cooperation with support department staff and in compliance with TGH procedures and donors’ requirements.
- Jointly with the Logistics teams, prepare and update procurement plans and other logistics requests to the Logistics Manager and Logistics Coordinator.
- Report any breach (or potential breach) in TGH procurement or financial procedures, as well as any (suspected) act of fraud, corruption, or bribery, to the Country Director.
- Monitor the cost-efficiency of project performance and recommend relevant and suitable improvements.
Coordination
- Represent TGH in WASH/Shelter coordination meetings, line ministry meetings, other programming fora, and consortia TWGs, when delegated to do so by the Field Coordinator, Head of WASH, or Deputy Country Director for Program.
- Maintain close contact with counterparts at other INGOs as well as NNGOs and other local stakeholders for the purposes of partnership, complementarity of activities, and avoidance of duplication.
Security
- Ensure that any relevant information related to access and security, including contextual changes in areas of intervention and any change in stakeholders’ presence, attitudes and/or relationships, is promptly reported to the Field Coordinators and Head of Access and Safety.
Others
- Promote respect among the WASH/Shelter teams for the core humanitarian principles of neutrality, impartiality, independence and humanity, as well as the Do No Harm principle of humanitarian action
- Contribute to compliance by field teams of the security measures set up by the Country Director and Head of Access and Safety.
- Support implementation of internal procedures in coordination with the support departments.
- Actively participate in biweekly management team coordination meetings as well as weekly base meetings at field level.

Safety, working, and living conditions
The security situation in Geneina and other TGH areas of intervention in the Darfur region is relatively stable but presents risks that are known and controlled by TGH and other international NGOs operating there. The incumbent will be accommodated by TGH (guesthouse with basic standards, cold water, electricity). Telephone network and internet coverage may be subject to periodic disruption. Social life in Geneina is possible but limited for security reasons. The position involves travel to other locations within Sudan dependent on access and security.
Expériences / Formation
Educational background and experiences
- Relevant university level degree or equivalent in field experience in WASH
- Significant humanitarian experience in project management in emergency contexts
- Experience in working with or through local partners is an asset
- Prior experience and knowledge of Sudan context is an asset
Skills
- Good knowledge of the humanitarian environment (NGOs, UN, EU…) in particular the institutional functioning in case of crisis (PRS, clusters, specialized donors, effective functioning of coordination mechanisms…)
- Excellent team management skills, including remote management
- Capacity-building skills
- Mastery of computer tools (Microsoft Office and Google Drive). Specialized software for data collection / statistical analysis (e.g. Kobo / ODK.) and GIS (e.g. Google Earth, QGIS) skills will be a plus
- Fluent English language skills (oral and written)
- Arabic speaking is a strong asset

Salaire
Position: WASH/Shelter Project Manager
Location: Sudan, Geneina, West Darfur (+ frequent travel to Central Darfur and other Darfur states where TGH is operational)
Duration: 5 months, based on availability of funds, from February 2025
Conditions: Salaried contract, gross monthly salary from €1,957 to €2,678 depending on experience, monthly per diem 750 €, medical coverage of 100% + repatriation insurance + provident fund, accommodation, international and local transportation as part of the mission, break every 3 months. No family duty station.
